- Document Review: Thoroughly analyze tender documents, including architectural/engineering drawings, technical specifications, and the Bill of Quantities (BOQ).
- Site Evaluation: Assess site conditions, logistics, and constraints that may impact construction methodologies and pricing.
- Scope Definition: Identify the exact scope of work, project risks, assumptions, and exclusions prior to bidding.
2. Estimation & Pricing
- Cost Calculation: Develop accurate cost estimates for labor, materials, equipment, and overheads.
- Vendor & Subcontractor Quotes: Request, evaluate, and compare quotations from various suppliers and subcontractors.
- Pricing Strategy: Formulate a winning pricing and margin strategy aligned with the company’s financial objectives and capability.
3. Compliance & Risk Management
- Regulatory & Contractual Compliance: Ensure all bids strictly adhere to client specifications, local building codes, legal regulations, and government procurement guidelines.
- Risk Assessment: Identify commercial and contractual risks (e.g., standard FIDIC or local government contracts) and devise mitigation strategies.
4. Coordination & Post-Bid Activities
- Stakeholder Management: Collaborate internally with engineering, procurement, and construction (EPC) teams to gather technical inputs and address queries.
- Client & Consultant Liaison: Attend pre-bid meetings, address technical queries, and submit clarifications to clients.
- Post-Tender Support: Represent the company in negotiations, defend the bid, and support the seamless handover of awarded contracts to the construction execution team.

- Identifying Opportunities: Regularly monitoring government portals and industry publications for new tender opportunities.
- Bid Preparation: Preparing and organizing all documents required for technical and financial bids.
- Documentation & Compliance: Maintaining proper documentation and ensuring all uploaded information complies with tender requirements.
- Product & Catalog Management: Uploading new products/services to the GeM portal and updating pricing, specifications, and stock availability.
- Follow-Up & Coordination: Following up on tender status and coordinating with buyers or government departments when needed.
- Budgeting: Estimating costs accurately and monitoring expenditures throughout the project.
- Compliance: Adhering to building codes and safety regulations.
- Project Planning: Creating detailed project plans, outlining objectives, deadlines, and key milestones.
- Cost Estimation: Analyzing project specifications to prepare detailed cost forecasts.
- Team Leadership: Leading teams and ensuring compliance with project requirements.
- These responsibilities ensure that the tendering process is efficient, competitive, and compliant, contributing to the successful execution of construction projects.
