About the Role
Emdee is a 20+ year old system integrator delivering IT infrastructure, software, security and surveillance, IT-enabled services, and manpower solutions primarily to government and public sector clients. It is headquartered in Kolkata and has presence in multiple states.
The Bid Manager owns the bid function end to end: finding opportunities across government portals, screening them for fit and feasibility, and running participation through to submission. The role also owns the assets the function runs on, including the credential and document repository, the map of departments, nodal agencies and PSUs, competitor and partner intelligence, and win-loss history. Alongside bidding, the role drafts technical and commercial documentation such as DPRs, BOQs, tenders, EOIs, and departmental correspondence.
Key Responsibilities
Discovery and Screening
- Track tenders, EOIs, and empanelment opportunities across GeM, CPPP, state e-procurement portals, and departmental sources
- Screen opportunities on eligibility, technical fit, evaluation mechanism, commercial viability, and competitive position, and present go/no-go recommendations with a clear reading of terms, scope, and risk
Bid Preparation and Submission
- Own the bid calendar and run each submission to deadline, ensuring compliance with every published term, format, and annexure requirement
- Build and validate the commercial bid: work with procurement on rates, compute derived and formula-driven line items, and account for taxes, maintenance and CAMC periods, escalation, and scope-linked variables in the BOQ
- Compile technical and commercial submissions from inputs across technical, delivery, finance, and legal teams, including consortium and JV documentation, and draft the narrative and supporting content around them
- Arrange all participation prerequisites: EMD and tender fees, bank guarantees, DSC, portal and departmental registrations, statutory certificates, affidavits, undertakings, and power of attorney, sourcing from the repository or coordinating with stakeholders as required
Stakeholder and Partner Coordination
- Draft and collate pre-bid queries, engage departments and nodal agencies through pre-bid meetings and evaluation clarifications, and track corrigenda, amendments, and revised timelines through the bid cycle
- Coordinate with OEMs, partners, and consortium counterparts on MAF, back-to-back terms, pricing support, and eligibility mapping across parties
- Track evaluation progress, participate in reverse auctions and negotiations, and follow through on award documentation, PBG arrangement, and EMD refund recovery
Documentation and Drafting
- Draft DPRs, BOQs, tenders, EOIs, proposals, and formal correspondence to departments and institutional clients
- Use AI tooling for document parsing, analysis, synthesis, and generative drafting, verifying all output against source documents. The role must be able to produce the same standard of work without it
Repository and Intelligence
- Own the credential and document repository: work orders, performance certificates, financial and statutory documents, certifications, and reusable bid content, kept current and submission-ready
- Maintain the institutional map of departments, nodal agencies, PSUs, and relationship managers, and track competitor and prospective partner activity to inform bid and consortium strategy
- Maintain the bid tracker and win-loss history, and report pipeline, submission status, and outcomes to leadership
Qualifications and Experience
- Bachelor's degree in Engineering, IT, Commerce, or Business Administration. MBA or PG Diploma in Business Management preferred
- 4 to 7 years in bid management, tendering, or proposals, with substantial experience bidding to central and state government departments, PSUs, and public institutions
- Hands-on experience with GeM, CPPP, and state e-procurement portals including the West Bengal e-Procurement portal, covering bid submission, corrigendum tracking, and reverse auction participation
- Working knowledge of government procurement: GFR 2017, CVC guidelines, GeM primacy, evaluation mechanisms (L1, QCBS, LCS), and statutory preference regimes including MSE, Startup, and Make in India local content rules
- Demonstrated ownership of end-to-end submissions in an IT company or system integrator, covering technical and commercial bids, EMD and bank guarantees, and the full annexure and undertaking set
- Strong Excel proficiency. Must be able to build and audit a commercial workbook independently, including derived line items, tax treatment, multi-year maintenance and CAMC periods, and escalation
- Proven drafting ability across DPRs, BOQs, tenders, EOIs, proposals, and formal correspondence to government departments
- Practical fluency with AI tools for document parsing, analysis, and drafting, with the discipline to verify every output against source
- Experience with consortium and JV bidding, OEM authorisation, and back-to-back arrangements
- Understanding of IT services and product commercial structures: AMC and CAMC, licensing, SITC, and manpower-based contracts
- Ability to run multiple bids concurrently under hard deadlines, with zero tolerance for compliance error
- Based in Kolkata or willing to relocate
Pay: ₹500,000.00 - ₹800,000.00 per year
