Manager_Purchase (Civil)
We are seeking an experienced and dedicated Civil Purchasing Manager to lead procurement activities in the civil engineering and construction domain. The role focuses on developing robust purchasing strategies, fostering supplier relationships, ensuring timely procurement of quality materials, and optimizing processes for cost-effectiveness. This position also requires collaboration with internal teams and the supervision of the purchasing team’s daily operations.
The ideal candidate will have strong expertise in civil procurement, process optimization, and supplier negotiations, coupled with excellent leadership skills and a commitment to quality assurance and compliance.
Roles & Responsibilities:
Strategic
- Develop and implement procurement strategies for material acquisition, receiving, and tracking, optimizing quality, cost, and delivery timelines.
- Collaborate with Construction Management and Design Teams to coordinate supplier selection, credit terms, and performance evaluation.
- Establish and maintain supplier performance standards through regular evaluation.
- Negotiate contracts and credit terms with suppliers and subcontractors to ensure cost-effective procurement.
Technical
- Maintain and review purchasing records, produce management reports, and track requisitions, contracts, and orders.
- Approve bills for payment, assign invoices to appropriate accounts, and monitor in-house inventory transfers for project consumption.
- Determine if inventory quantities are sufficient for project needs and reorder supplies as required.
- Research potential suppliers through various channels, including online sources, catalogues, trade publications, and trade shows.
- Conduct supplier meetings to gather information on pricing, discounts, and terms.
- Prepare comparative analyses of supplier products or services to support management decisions.
- Oversee the maintenance of purchasing files, price lists, and bookkeeping records, ensuring invoices are appropriately charged.
- Monitor subcontractor performance and manage inventory transfer forms to ensure accurate record-keeping.
Qualifications and Requirements:
- Bachelor’s degree in Civil Engineering or a related field, along with certification or diploma in purchase management.
- Proven experience of 7-10 Years as a Purchasing Manager or similar role in the civil engineering or construction sector.
- Strong knowledge of inventory management and supply chain principles specific to civil projects.
- Demonstrated supervisory and team management expertise.
- Proficiency in Microsoft Office Suite and procurement software.
- Exceptional communication skills, both written and verbal.
- Strong analytical, negotiation, and problem-solving capabilities.
- Outstanding planning, organizational, and time-management skills.
- Self-driven, detail-oriented, and capable of working independently.
