Job Description: Civil Engineer - PHC Construction Project* *Project*: Construction of New PHC Building, PM Room and Furniture at Village , Ta. Vav, Dist. Banaskantha *Client*: Commissionerate of Health, Project Implementation Unit (PIU), NHM Gandhinagar *Contract Value*: ** *Time Period*: 9 Months *1. Job Title* Site Engineer / Project Engineer – Civil *2. Key Responsibilities* *A. Execution & Site Management* - Execute complete civil work of PHC building, PM Room, compound wall, water tank, soak pit, septic tank, and site development as per approved GFC drawings, BOQ, and PIU specifications. - Manage daily site activities: layout, excavation, PCC, RCC footings, columns, beams, slabs, brickwork, plaster, flooring, waterproofing, painting, plumbing, and sanitation works. - Coordinate with PM for furniture, medical equipment room, and electrical provisions. *B. Quality & Testing* - Ensure all materials: cement, steel, sand, aggregate, bricks, tiles are as per SOR 2023-24 and get approved by PIU Engineer before use. - Conduct mandatory field/lab tests: Cube testing, steel testing, soil testing, water testing, brick testing. Maintain test registers. - Implement quality control as per NHM/PWD norms and PIU checklist. *C. Billing & Documentation* - Prepare running account bills, measurement books, and work done statements as per PIU format. - Maintain site registers: Hindrance register, site order book, material register, labour register, cement register, steel register. - Submit detailed performance programme chart within 10 days of work order. Track progress vs planned schedule. *D. Compliance & Safety* - Obtain labour license and follow all labour laws, PF, ESI, BOCW cess compliance. - Ensure safety at site: PPE for all workers, barricading, sign boards, first aid. Zero accident target. - Coordinate with PIU officials for joint inspections, third party quality checks, and work completion certificate. *E. Coordination* - Daily coordination with PIU Executive Engineer, Deputy Engineer, and Third Party QC team. - Manage subcontractors: mason, bar bender, carpenter, plumber, painter teams. - Handle client visits, government audits, and resolve site issues with local authorities/Gram Panchayat. *3. Required Qualifications* - *Education*: Diploma / B.E. / http://B.Tech in Civil Engineering - *Experience*: 2-5 years in government building projects, preferably Health Department/NHM/PIU/PWD - *Knowledge*: Gujarat SOR 2023-24, PWD specifications, AutoCAD, MS Project/Excel, billing process - *Skills*: Site execution, QA/QC, measurement, team handling, liaison with govt departments *4. Key Deliverables* - Complete PHC building handover in 9 months with all NOCs - 100% compliance with PIU drawings, specs, and quality norms - Timely submission of RA bills with 0% deduction due to quality issues - Defect Liability Period management for 48 months *5.
