A Proposal Manager is responsible for leading the end-to-end development and submission of business proposals and Request for Proposal (RFP) responses. This role serves as the central point of coordination between sales, technical teams, subject matter experts, and leadership to develop compelling, compliant, and competitive proposals. Key responsibilities include defining proposal strategy, managing timelines, coordinating content development, ensuring adherence to client requirements, and delivering high-quality submissions on schedule. The Proposal Manager's primary focus is the proposal lifecycle, ensuring each RFP response is strategically positioned to maximize the organization's chances of securing new business and contract awards.
Process Leadership: Facilitate kickoff meetings, manage proposal timelines, and assign tasks across cross-functional teams to meet strict deadlines.
Content Creation & Editing: Translate complex technical inputs and client needs into persuasive, compliant, and on-brand proposal narratives.
Strategy Implementation: Collaborate with capture managers and sales teams to identify client priorities, win themes, and competitive positioning.
Review & Compliance: Manage internal review cycles, quality checks, and governance approvals before final submission. Strong understanding of general financial rules (GFR), government procurement guidelines, and legal compliance
Knowledge Management: Maintain an RFP response library and utilize proposal management software or AI tools to increase process efficiency.
RFP Analysis: Dissect Request for Proposals (RFPs) and tenders to understand requirements, evaluation criteria, and contract conditions.
Project Planning: Develop a comprehensive proposal management plan, establish timelines, and conduct kick-off meetings with stakeholders.
Team Coordination: Manage contributions from technical writers, subject matter experts, finance, legal, and commercial teams to draft compelling content.
Compliance & Quality Assurance: Ensure all proposal elements comply with client specifications, legal requirements, and company branding guidelines.
Submission: Format, package, and submit the final tender document on time through the required procurement channel.

Cross-functional Leadership: Ability to align diverse teams (sales, engineering, and executives) around a unified bid strategy.
Software Proficiency: Familiarity with MS Office Suite, Adobe Creative Suite, CRM platforms, and RFP automation software (e.g., Flow case or Responsive.io).
Essential Qualifications
Education: Bachelor’s degree in Business, Communications, Marketing, or a related field.
Experience: 3–5 years of dedicated experience in handling government tenders, specifically end-to-end management Proven track record of leading proposal teams, typically within NGO, IT, construction, engineering, or corporate contracting.
Skills: Exceptional project management, verbal/written communication, and the ability to work under high pressure.
Certifications: Professional credentials from authoritative bodies, such as the Association of Proposal Management Professionals (APMP), are highly preferred and expected in skilled roles.
Digital Tools: Complete familiarity with using Digital Signature Certificates (DSC) of various classes for online signing and submission.
Analytical Ability: Strong commercial sense to calculate profit margins, tax implications (GST), and competitive pricing strategies.
