Job Summary
We are seeking a proactive and detail-oriented GeM & Tender Manager to manage the complete tendering process for Government and PSU business through the Government e-Marketplace (GeM), CPPP, and other e-procurement portals. The candidate will be responsible for identifying suitable tenders, coordinating with OEMs, preparing accurate bid documentation, ensuring timely submissions, participating in Reverse Auctions, and supporting post-bid activities until order execution.
The ideal candidate should possess strong analytical skills, excellent documentation abilities, and thorough knowledge of government procurement procedures.
Key Roles & Responsibilities
Tender Search & Opportunity Identification
- Monitor GeM, CPPP, and other government procurement portals on a daily basis.
- Identify tenders relevant to the company's products and services.
- Maintain and circulate a daily list of suitable tender opportunities to management.
Tender Study & Feasibility Analysis
- Carefully study all tender documents, eligibility criteria, technical specifications, commercial terms, and submission requirements.
- Identify critical conditions, risks, deviations, and compliance requirements.
- Prepare a bid feasibility summary before participation.
OEM & Vendor Coordination
- Float enquiries to prospective OEMs and principal suppliers.
- Obtain competitive quotations, OEM authorizations, compliance documents, technical datasheets, and certifications.
- Ensure timely collection of all required documents from suppliers.
- Obtain annual/general authorization from OEMs wherever applicable.
Bid Documentation & Compliance
- Prepare all technical and commercial bid documents.
- Draft annexures, affidavits, declarations, undertakings, and compliance sheets.
- Arrange EMD, Bid Security, PBG, and other statutory documents as required.
- Verify the accuracy, validity, and completeness of every submitted document.
GeM Catalogue Management
- Create and upload product catalogues on GeM well in advance.
- Publish products with or without Make in India (MII) compliance as per bid requirements.
- Ensure product specifications perfectly match tender requirements.
- Publish L1 products with maximum specification accuracy whenever required.
Commercial Evaluation & Price Approval
- Collect quotations from multiple OEMs/vendors.
- Prepare cost sheets and commercial comparisons.
- Obtain management approval before financial bid submission.
Tender Submission
- Upload all technical documents at least 2 days before the bid closing date.
- Complete financial bid submission after management approval.
- Verify all uploaded documents before final submission.
- Complete OTP-based bid submission at least 1 day before bid closure to avoid last-minute issues.
Bid Tracking & Post-Submission Activities
- Monitor all participated tenders on a daily basis.
- Respond promptly to clarification requests raised by buyers.
- Participate in Reverse Auctions (RA) whenever applicable.
- Coordinate with management during live bidding.
- Track bid status until award or closure.
Order Execution Support
- Record all special conditions and execution requirements mentioned in bid documents.
- Save customer contact details wherever available.
- Coordinate with the operations team after order receipt.
- Ensure a smooth transition from bidding to execution.
Customer & Follow-up Management
- Regularly follow up with government departments regarding participated and upcoming tenders.
- Schedule customer visits for major tenders whenever feasible.
- Build and maintain professional relationships with procurement officials.
- Support business development activities for repeat government business.
EMD & PBG Management
- Maintain complete records of EMD and PBG Submitted.
- Coordinate with AOM for refund of EMD and PBGs
Documentation & MIS
- Maintain complete tender files and digital records.
- Prepare daily and monthly reports covering:
- Tenders searched
- Tenders participated
- Success ratio
- Reverse Auctions attended
- Orders received
- EMD/PBG status
- OEM authorizations
- Pending follow-ups
- Prepare and update product-wise past performance and experience documents on a monthly basis.
Desired Skills
- Strong knowledge of GeM, CPPP, and government e-procurement portals.
- Excellent documentation and drafting skills.
- High attention to detail and compliance.
- Strong analytical and commercial understanding.
- Proficiency in Microsoft Excel, Word, PDF editing, and online tender portals.
- Effective communication and negotiation skills.
- Ability to manage multiple tenders simultaneously while meeting strict deadlines.
Preferred Qualifications
- Graduate in any discipline (Commerce, Engineering, Management, or related field preferred).
- 2–5 years of experience in GeM and Government Tender Management.
- Hands-on experience with GeM catalogue creation, Reverse Auctions (RA), OEM coordination, and government procurement processes.
