Role: Electrical Billing Engineer
Objective: To ensure accurate and timely preparation of client and subcontractor bills for electrical and MEP works at the Leh project site — covering quantity verification, measurement certification, and reconciliation as per project progress, drawings, and contractual terms.
Context: The Electrical Billing Engineer will be deployed at HDG's ongoing project site in Leh, Ladakh and will work under the Project Manager and Site In-charge. The role demands strong knowledge of electrical works billing — including LT/HT cabling, panels, earthing, lighting, DG sets, solar systems, and allied MEP items. HDG executes government and institutional projects in Leh under CPWD, MES, and other central government agencies, requiring meticulous billing documentation, joint measurement records, and timely submission of RA bills.
Key Responsibilities: Prepare and certify running account (RA) bills for electrical and MEP works for client and subcontractors. Verify quantities from site measurement sheets, cable schedules, panel schedules, and as-built drawings. Ensure compliance with contractual terms, electrical BOQ, approved drawings, and specifications. Prepare electrical billing as per approved SLD, layout drawings, conduit drawings, and item-wise BOQ. Certify quantities of LT/HT cabling, switchboards, panels, earthing, lightings, conduits, and allied electrical works at site.
Additional Responsibilities: Coordinate with site electrical engineers and supervisors for daily progress updates and billing data. Conduct joint measurements with client representatives, PMC, and CPWD/MES officers at site. Verify subcontractor electrical work completion at site before processing payment certificates. Maintain reconciliation records of electrical materials — cables, conduits, panels, fittings — against billed and consumed quantities. Track material issue registers and consumption records against purchase orders and BOQ items. Support audits, site inspections, and financial reporting with accurate billing documentation. Liaise with store and procurement teams for material reconciliation and shortage reporting at site. Prepare and submit bills within deadlines to ensure uninterrupted cash flow for the project.
Technical & Functional Tasks: Proficient in AutoCAD for reading electrical drawings — SLDs, layout plans, cable routing drawings, and panel schedules. Ability to interpret and take off quantities from electrical drawings including LT/HT cable schedules, earthing layouts, lighting layouts, and DB/panel schedules. Knowledge of CPWD/DSR electrical items, MES schedule of rates, and standard billing practices for government electrical works. Capable of preparing abstract sheets, measurement books (MBs), and reconciliation statements for electrical and MEP packages. Proficient in MS Office and Google Sheets for billing MIS, daily tracking, and reporting. Familiarity with rate analysis and variation order processing for site-level electrical changes. Knowledge of e-tendering portals and government billing formats applicable to central government projects.
Notes: Education: B.E./B.Tech/Diploma in Electrical Engineering. Candidates must be willing to work and reside at Leh, Ladakh on a project posting basis. Prior experience in billing for government electrical projects — CPWD, MES, BRO, or similar — will be strongly preferred. Must be familiar with Google Sheets and MS Excel for daily tracking and MIS reporting. Candidates with experience in high-altitude or remote project postings will be given preference. Accommodation and site facilities will be provided by the company at Leh.
