Procurement Manager
Job Summary:
This position is proactive and detail-focused, ensuring facilities management and workplace services across all client facilities (commercial and retail) in India are delivered to an agreed consistent standard.
We are seeking an experienced and results-driven Procurement Manager to lead and optimize our procurement and vendor performance management initiatives across India. The successful candidate will be instrumental in developing and executing strategic procurement plans, fostering strong supplier relationships, and ensuring efficient and cost-effective sourcing of goods and services. This role demands a leader with exceptional negotiation skills, a keen analytical mind, and a commitment to driving continuous improvement and innovation in our supply chain.
The role oversees the day-to-day service delivery by vendor partners working along side the Operations delivery team, ensuring compliance with Standard Operating Procedures (SOPs) and Service Level Agreements (SLAs).
Key Responsibilities:1. Strategic Procurement & Sourcing:
Develop and implement comprehensive procurement strategies aligned with business goals and market dynamics in India.
Define and manage procurement categories, developing sourcing strategies tailored to each category's unique market dynamics and business requirements.
Identify, evaluate, and select suppliers based on rigorous criteria including quality, reliability, cost-effectiveness, ethical practices, and adherence to sustainability standards.
Lead competitive sourcing initiatives, including RFQ/RFP processes, bid evaluation, and contract finalization.
Conduct thorough market research and analysis to stay updated on industry trends, supplier capabilities, and pricing fluctuations.
Identify and deliver cost-saving opportunities through strategic negotiations, volume discounts, supplier consolidation, and alternative sourcing strategies, aiming for measurable reductions annually.
Must be hands-on to deal with tactical and transactional sourcing activities for the account and as per the instructions of the client.
Develop a Sourcing strategy for various services/supplies as per the contract scope. Manage and drive strategic relationship with key suppliers’ in-line with corporate SCM guidelines.
2. Vendor Performance Management & Relationship Building:
Develop and maintain robust vendor management programs, including vendor onboarding, performance monitoring, renewal planning, and offboarding.
Act as the primary point of contact and escalation for critical vendor relationships, ensuring strategic alignment and conflict resolution.
Establish and monitor key performance indicators (KPIs) and Service Level Agreements (SLAs) for all suppliers, ensuring contractual compliance and high-quality deliverables.
Conduct regular supplier audits and performance reviews, developing and overseeing the implementation of corrective action plans to address any deviations from quality standards, regulatory requirements, and contractual obligations.
Proactively identify and resolve any vendor performance issues, disputes related to delivery delays, or quality problems, maintaining strong and mutually beneficial relationships.
Foster long-term, collaborative partnerships with key vendors, promoting open communication and continuous improvement.
Ensure proactive checks to ensure Vendor compliance.
Setting up quarterly and annual business reviews with all suppliers.
3. Contract Management & Compliance:
Draft, review, negotiate, and manage complex supplier contracts to ensure transparency, fairness in terms and conditions, legal compliance, and optimal value realization for JLL.
Ensure adherence to all relevant Indian regulations, including the Indian Contract Act, GST framework, and sector-specific compliance (e.g., BIS, FSSAI, Drugs and Cosmetics Act).
Manage contract renewals, amendments, and terminations efficiently.
Ensure compliance with corporate policies, ethical sourcing guidelines, and sustainability standards in all procurement activities.
Identify & mitigate risks by way of executing contracts, SLA and other T&Cs and timely renewals thereof.
Be responsible for statutory compliance as per the client and corporate program for sub vendors and ensure vendors comply with 100%.
4. Risk Management:
Proactively identify and assess potential risks associated with procurement activities, including supply chain disruptions, financial losses, and geopolitical instability, developing robust mitigation strategies.
Develop and implement contingency plans, such as alternative sourcing strategies and supplier diversification, to mitigate risks and ensure supply chain reliability.
Monitor global and local market trends to anticipate potential risks and adjust procurement strategies accordingly.
Management of key risks on behalf of the procurement and sourcing.
5. Data Analysis & Reporting:
Track key procurement metrics, including cost savings, supplier performance, and procurement cycle times.
Generate detailed reports and leverage predictive analytics on spending patterns, vendor performance, and procurement efficiency for senior management, providing actionable insights for data-driven strategic decision-making.
Utilize procurement analytics software to automate and enhance decision-making processes.
Develop MIS reports for JLL/Client’s management team and necessary client reporting.
Oversee compilation and deliver the appropriate monthly/quarterly/annual reporting for the team.
6. Collaboration & Leadership:
Collaborate cross-functionally with internal stakeholders (e.g., Operation, Engineering, Finance, Legal) to understand procurement needs and align sourcing strategies with business objectives.
Drive continuous improvement initiatives in procurement processes and systems, embracing technological advancements and innovation.
In consultation and collaboration with team leads oversee the operation, staffing, performance and development of the sub-contractor service delivery across all sites.
Required Qualifications:
Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Finance, or a related field.
A minimum of 6+ years of progressive experience in procurement, with a strong focus on vendor performance management and strategic sourcing in India.
Proven track record of successful negotiation and quantifiable cost savings.
Strong understanding of procurement best practices, supply chain processes, and vendor management.
Proficiency with ERP systems and procurement software (e.g., SAP, Oracle, Coupa).
Excellent analytical, problem-solving, and decision-making skills, with the ability to interpret complex data and employ a quantitative approach.
Exceptional communication, interpersonal, and negotiation skills.
Ability to manage multiple priorities and meet deadlines in a dynamic, fast-paced environment.
High level of integrity and attention to detail.
Thorough understanding of suppliers, market trends, bidding process, contract & negotiation.
Demonstrates proactive & professional approach to customer service and stakeholder engagement.
Ability to interact with a wide range of client staff, including senior levels, and manage conflict effectively.
Excellent planning & organizational skills to prioritize work and meet tight deadlines.
