We are seeking an analytical and detail-oriented Planning and Billing Engineer to oversee project scheduling, track daily site progress, and manage the end-to-end billing process. The ideal candidate will bridge the gap between site execution and commercial management by ensuring that project milestones are met on time and that all completed work is accurately measured, documented, and billed to the client without delays.
Key ResponsibilitiesPlanning and Scheduling
- Project Scheduling: Develop and maintain baseline project schedules, including micro-planning for daily and weekly targets using software like MS Project or Primavera.
- Resource Allocation: Estimate and plan the required manpower, machinery, and materials needed to meet project milestones.
- Progress Tracking: Monitor site execution against the planned schedule. Identify bottlenecks, delays, or deviations and suggest recovery plans to the project manager.
- Material Reconciliation: Track planned material usage versus actual consumption on-site to minimize wastage and control project costs.
Billing and Commercials
- Client Billing (RA Bills): Prepare and submit timely Running Account (RA) bills to the client based on the approved Bill of Quantities (BOQ) and contract terms.
- Joint Measurements: Coordinate with client representatives or site engineers to take joint measurements of completed work (JMC) to ensure billing accuracy.
- Subcontractor Billing: Verify and certify the bills submitted by subcontractors or piece-rate workers based on their actual work progress and contract rates.
- Extra Items & Variations: Identify any work done outside the original scope (extra items) and prepare rate analyses and variation claims for client approval.
Reporting and Documentation
- Progress Reports: Prepare accurate Daily Progress Reports (DPR), Weekly Progress Reports (WPR), and Monthly Progress Reports (MPR) for internal management and the client.
- Record Keeping: Maintain organized logs of all measurement sheets, approved drawings, material delivery challans, and invoice histories for auditing purposes.
Requirements and Skills
- Educational Background: Degree or Diploma in Mechanical, Civil, or Industrial Engineering.
- Industry Experience: Proven experience in planning and billing within industrial projects, mechanical erection, or construction environments.
- Software Proficiency: Advanced knowledge of MS Excel (for measurement sheets and BOQ tracking). Familiarity with planning software (MS Project / Primavera P6) and ERP systems (like SAP).
- Contractual Knowledge: Strong understanding of technical drawings, BOQ, rate analysis, and standard contract conditions.
- Analytical Skills: High attention to detail with excellent mathematical and commercial acumen.
- Communication: Strong verbal and written communication skills to negotiate measurements with clients and coordinate with site execution teams.
