We are a premier infrastructure engineering firm seeking an experienced Planning & Billing Civil Engineer. In this role, you will lead project scheduling, quantity estimation, and commercial billing for high-value government contracts across NHAI (National Highways Authority of India), Irrigation / Water Resource Departments, and State PWD (Public Works Department) sectors. Key ResponsibilitiesProject Planning & Milestone Tracking
- Develop baseline schedules using MS Project or Primavera P6 according to NHAI and PWD contractual timelines.
- Track linear progress for highways (earthwork to PQC/Flexible pavement) and canal/pipeline networks for irrigation.
- Maintain comprehensive hindrance registers and provide documentation to support Extension of Time (EOT) and extra-claim applications.
- Prepare weekly & monthly MIS reports reflecting planned vs. actual progress for corporate management and government auditors. [1, 2, 3, 4]
Government Billing & Quantity Surveying
- Generate client RA bills strictly aligned with NHAI EPC templates, State PWD schedules, and Irrigation measurement guidelines.
- Record accurate site measurements via Joint Measurement Records (JMR) with client representatives and third-party quality monitors.
- Process and certify subcontractor invoices based on verified item-rates, structural milestones, and earthwork volumes.
- Perform rate analysis for extra items or deviations using MoRTH, state PWD Schedule of Rates (SOR / DSR), and current market indices. [1, 2, 3]
Cost Optimization & Reconciliation
- Reconcile bulk materials monthly (cement, steel, bitumen, aggregates, and fuel) against theoretical consumption to prevent site wastage.
- Monitor project cash flow, ensuring client approvals keep pace with actual physical and financial resources deployed on-site.
- Manage variations, ensuring scope changes in earth excavation, canal lining, or bridge structures are formally captured. [1]
Qualifications & Requirements
- Education: B.E. / B.Tech or Diploma in Civil Engineering.

- Domain Expertise: Thorough familiarity with MoRTH specifications, IRC codes, PWD manuals, and standard government EPC/Item-Rate tender formats.
