About the Role
We are looking for a Snr PMO Manager to join our Change Management team, reporting into the Head of Project Management Practice. The role is responsible for designing and leading (including driving the continuous maturity/improvement of) the PMO function and ensuring effective portfolio governance, reporting, delivery controls and change assurance across the organisation.
The Snr PMO Manager will play a key role in supporting the successful operation of the Project Management Practice by providing clear oversight of all approved change activity, maintaining strong governance and controls, and ensuring high-quality management information is available to support decision-making.
The role is also responsible for forming and maintaining a consolidated view of change across the organisation, including delivery status, progress, milestones, risks, issues, dependencies, resource utilisation and incoming demand. This role will work closely with Practice leadership, Portfolio Leads, Project Managers and senior stakeholders to provide transparency across the portfolio and support prioritisation, planning and delivery performance.
The PMO function is a critical enabler within the Project Management Practice, supporting successful delivery through governance, reporting, planning discipline, RAID management, financial tracking, resource visibility and demand management.
Key duties and responsibilities

Design and deliver the target state for the PMO function and a supporting transformation plan to iteratively lift/mature the capabilities within it

Leverage AI and automation technologies to streamline and improve PMO processes and capabilities

Lead and manage the PMO function within the Project Management Practice, ensuring a consistent, high-quality service is provided across the change portfolio.

Line manage, coach and develop PMO resources, setting clear objectives and performance expectations.

Own and maintain the PMO framework, standards, templates and governance controls across the change function.

In partnership with Practice Leads and Portfolio Deliver Leads, ensure projects and programmes adhere to agreed governance standards, approval processes, stage gates and reporting requirements.

Support and oversee portfolio governance activity, including status reporting, SteerCo support, RAID management, milestone tracking, dependency management and change control.

Maintain a consolidated and accurate view of all approved change activity across the organisation, including status, progress, milestones, risks, issues and dependencies.

Provide clear portfolio-level visibility and reporting to senior stakeholders, ensuring there is an accurate view of change health, delivery progress and key concerns.

Produce accurate, timely and insightful management information to support governance, prioritisation, planning and executive decision-making.

Maintain a clear view of resource utilisation across the change portfolio, working with Practice leadership, Portfolio Leads and delivery teams to track allocation, capacity, constraints and demand.

Support resource planning and portfolio sequencing by highlighting capacity pressures, conflicts, gaps and under-utilisation risks.

Own and manage the demand management process for new change entering the function.

Ensure new demand is logged, reviewed, triaged and tracked in line with agreed governance and approval processes.

Work with the Project Management Practice, Portfolio Leads and stakeholders to support the sizing, assessment and prioritisation of incoming demand.

Maintain an up-to-date view of the demand pipeline, including status, priorities, decisions and readiness for mobilisation.

Ensure only approved change progresses into delivery and that visibility is maintained across the end-to-end demand lifecycle.

Support portfolio planning and financial tracking activities, including budget monitoring, forecasts, actuals and change impacts where required.

Build strong working relationships across Change, Technology, Operations and the Business, acting as a trusted partner to delivery and leadership teams.

Drive continuous improvement in PMO processes, governance, reporting and controls to improve transparency, consistency and efficiency across the portfolio.
Experience and skills:

Proven experience in forming and leading a PMO team/function or in senior PMO roles within a complex change environment.

Strong experience of portfolio governance, reporting, planning, delivery controls and management information.

Experience of maintaining a portfolio-wide view of change activity, including status, dependencies, risks, issues and overall delivery health.

Strong experience of resource utilisation reporting, capacity planning and demand visibility across a change portfolio.
-
Experience of operating and managing demand intake processes within a structured governance framework.

Experience supporting projects and programmes across multiple workstreams in a complex, global and matrix environment.

Strong leadership and people management capability, with experience managing and developing PMO teams.

Excellent organisational skills and strong attention to detail.

Strong governance and control mindset, with the ability to apply structure and discipline in a pragmatic way.

Excellent written and verbal communication skills, including the ability to present clearly and confidently to senior stakeholders.

Strong capability in Excel, PowerPoint and reporting / portfolio management tools.

Experience within Financial Services is highly desirable.
Nice to have:

Relevant PMO or Project Management qualifications such as PRINCE2, P3O, MSP or equivalent.

Experience of working within a Project Management Practice model.

Experience of supporting portfolio governance in a large-scale transformation or enterprise change environment.

Experience of financial tracking, forecasting and portfolio-level budget oversight.

Experience supporting audit, assurance or lessons learned activity within a change function.
