We are hiring experienced Tender Head (Manager Level) – Railway for the support to Kingdom of Saudi Arabia Projects.

Roles and Responsibilities:
- Lead the end-to-end tendering process for railway infrastructure projects including civil, track, signaling, and systems works.
- Review and analyze tender documents, drawings, specifications, BOQs, and contract conditions specific to railway projects.
- Develop commercial and technical tender strategies aligned with KSA/GCC railway market conditions.
- Coordinate with estimation, planning, design, and methodology teams to produce winning tender submissions.
- Perform and oversee detailed quantity take-offs and validate railway BOQs.
- Evaluate subcontractor and supplier quotations for railway-specific packages.
- Identify project risks and opportunities and incorporate them into pricing strategies.
- Lead value engineering initiatives for railway projects.
- Prepare commercial submissions, cost summaries, and tender reports for management approval.
- Ensure compliance with Saudi railway authority standards, specifications, and client requirements.
- Participate in pre-bid meetings, site visits, and client interactions.
- Manage and coordinate the railway tendering team.
- Support post-tender clarifications and contract negotiations.
- Liaise with the KSA office for market inputs and technical clarifications.
Desired Candidate Profile:
- Bachelor’s degree in civil engineering, Railway Engineering, or related field; Master's preferred.
- Minimum 15+ years of experience in tendering for railway/metro/transit infrastructure projects.
- Proven experience in GCC/KSA railway or metro projects strongly preferred.
- Deep understanding of railway civil works, track works, and systems integration.
- Knowledge of FIDIC contracts and railway-specific contract requirements.
- Proficiency in estimation tools, MS Excel, and project management software.
- Strong leadership, communication, and stakeholder management skills.
