Job Summary
We are looking for an experienced Business Development Manager / Tendering Manager to drive business growth through Government, Municipal Corporation, PSU, institutional and private-sector tenders.
The candidate will be responsible for identifying new business opportunities, monitoring tender portals, preparing and submitting tenders, coordinating with internal departments, visiting government offices and clients, and developing relationships with key decision-makers to secure contracts for the company's specialized vehicle products.
Key Responsibilities1. Business Development
- Identify and develop new business opportunities in Government, Municipal Corporations, PSUs, private institutions and other organizations.
- Develop relationships with government officials, procurement departments, consultants, contractors and institutional customers.
- Visit government offices, municipal corporations, PSUs and customer locations regularly for business development.
- Understand customer requirements and identify opportunities for specialized vehicle sales.
- Generate leads and convert them into enquiries, tenders and confirmed orders.
- Track competitors, market conditions, upcoming projects and business opportunities.
2. Tender Management
- Monitor GeM, CPPP, state government, municipal corporation and other tender portals for relevant opportunities.
- Identify suitable tenders based on product specifications, eligibility criteria, commercial viability and company capabilities.
- Download and thoroughly review tender documents, including technical specifications, commercial terms and eligibility requirements.
- Prepare tender documentation and coordinate with relevant departments for technical and commercial inputs.
- Ensure timely submission of tenders with complete and accurate documentation.
- Prepare and coordinate technical bids, financial bids, EMD, tender fees, performance guarantees and other required documents.
- Track tender status, technical evaluations, financial bids, negotiations and work orders.
- Coordinate responses to technical/commercial clarifications raised by customers.
- Maintain a comprehensive database of submitted tenders, results, competitors and upcoming opportunities.
3. Government & Institutional Sales
- Develop and maintain strong relationships with municipal corporations, government departments, PSUs and other institutional customers.
- Understand government procurement procedures and tendering processes.
- Regularly follow up with concerned departments regarding enquiries, tenders, technical approvals and purchase orders.
- Represent the company during pre-bid meetings, technical discussions and negotiations.
- Coordinate with government authorities and customers until order finalization.
4. Internal Coordination
- Coordinate with Production, Engineering, Purchase, Finance, Quality and Management for tender requirements.
- Obtain technical specifications, drawings, costing and other information required for tender submission.
- Coordinate with Finance for pricing, EMD, bank guarantees and commercial documentation.
- Work closely with the production team to understand product capabilities, customization requirements and delivery timelines.
5. Commercial & Negotiation
- Prepare commercial proposals and participate in price negotiations.
- Analyze tender pricing, competitor pricing and project profitability.
- Assist management in deciding competitive yet commercially viable pricing.
- Negotiate with customers wherever permitted under the tender/procurement process.
- Ensure that commercial commitments made during business development are aligned with company capabilities.
6. Order Conversion & Follow-Up
- Follow up on successful tenders until receipt of Purchase Order / Work Order.
- Coordinate with internal departments for order execution and customer requirements.
- Maintain regular communication with customers after order placement.
- Support the team in resolving customer issues that may affect future business opportunities.
Key Performance Indicators (KPIs)
- Number and value of tenders identified and submitted.
- Tender-to-order conversion ratio.
- Total order value generated.
- Government and institutional business acquired.
- Number of new customers/departments developed.
- Tender submission accuracy and timeliness.
- Number of successful technical qualifications.

Required Skills & Competencies
- Strong knowledge of Government Tendering and B2G/B2B Sales.
- Experience with GeM and other government tender portals.
- Good understanding of tender documentation and procurement procedures.
- Strong communication and negotiation skills.
- Ability to interact confidently with government officials and senior decision-makers.
- Strong follow-up and relationship management skills.
- Good commercial and analytical understanding.
- Ability to read and understand technical specifications.
- Strong MS Excel, Word and documentation skills.
- Excellent written and verbal communication.
- Willingness to travel extensively for business development and government visits.
Qualification
- Bachelor's degree in Any Graduate, Business Administration, Engineering, Commerce, Marketing preffered.
- MBA in Sales/Marketing will be an added advantage.
- Candidates with experience in automotive, automobile manufacturing, specialized vehicles, municipal equipment, industrial equipment or government procurement will be preferred.
Preferred Experience
Candidates with experience dealing with:
- Municipal Corporations
- Government Department
- PSUs
- GeM
will be strongly preferred.
Other Requirements
- Willingness to travel extensively across Mumbai, Navi Mumbai, Maharashtra and other parts of India as required.
- Should be comfortable visiting government offices and meeting senior officials.
- Should have strong personal ownership of the tender-to-order conversion process.
- A valid driving licence and ability to travel independently will be an advantage.

The ideal candidate should be a result-oriented business development professional with strong tendering experience, who can independently identify opportunities, develop government relationships, manage the complete tender process and convert opportunities into profitable orders.
The position requires a combination of Business Development + Government Sales + Tender Management + Commercial Negotiation skills.
Pay: ₹50,000.00 - ₹70,000.00 per month
