Job Summary
We are looking for an experienced Sr Executive- GeM & Tendering to manage the complete lifecycle of government and private tender bidding — from tender identification and vendor assessment to bid submission, L1 evaluation, and post-award compliance. The ideal candidate has hands-on expertise with the GeM (Government e-Marketplace) portal, CPPP, state e-procurement portals, and private tendering platforms, along with strong commercial and documentation skills.
Key Responsibilities
Tender & GeM Portal Management
- Track, identify, and shortlist relevant tenders/bids on GeM, CPPP, e-Procurement (state/central), and private tendering portals on a daily basis
- Manage end-to-end GeM operations: catalogue listing, product/service uploads, bid/RA (Reverse Auction) participation, and order fulfillment
- Prepare, review, and submit technical and commercial bids within deadlines
- Ensure compliance with tender terms, eligibility criteria, and EMD/security deposit requirements
Bid Preparation & Documentation
- Prepare BOQ (Bill of Quantities), rate analysis, and costing sheets in line with tender specifications
- Draft technical proposals, compliance statements, and supporting documentation (company profile, experience certificates, financial statements, MSE/Startup certificates, etc.)
- Coordinate with internal teams (finance, technical, legal) for document collation and digital signature (DSC) requirements
- Maintain a tender document repository and bid tracker (MIS)
Vendor & Price Assessment
- Conduct vendor/supplier assessment for procurement of goods/services required to fulfill tender obligations
- Perform market/price benchmarking and cost analysis to remain competitive for L1 (Lowest Bidder) positioning while maintaining margins
- Negotiate with vendors/OEMs for best pricing, back-to-back agreements, and authorization letters
- Evaluate vendor credentials, past performance, and compliance certifications
Post-Bid & Contract Management
- Track bid results, handle queries/clarifications from procurement officers
- Manage EMD refunds, PBG (Performance Bank Guarantee), and contract execution post L1 award
- Coordinate order execution, delivery timelines, and after-sales compliance as per tender/PO terms
- Handle tender-related disputes, RTI queries, or grievance redressal if required
Reporting
- Maintain MIS reports on bids submitted, won, lost, and pipeline status
- Report to management on win ratios, competitor pricing trends, and market intelligence
Required Skills & Experience
- 3–8 years of experience in GeM portal operations and government/private tendering
- Strong understanding of GeM, CPPP, GePNIC, state e-tendering portals (e.g., MSTC, Nprocure, Eprocure.gov.in)
- Hands-on experience with BOQ preparation, rate analysis, and cost sheets
- Sound knowledge of L1 bidding, reverse auctions, EMD, PBG, and tender legal clauses
- Experience in vendor assessment, sourcing, and negotiation
- Proficiency in MS Excel, MS Word; DSC (Digital Signature Certificate) handling
- Strong documentation, coordination, and follow-up skills
- Good communication skills for liaising with government departments/PSUs
Preferred Qualifications
- Bachelor's degree in Commerce, Business Administration, Engineering, or related field (MBA preferred)
- Prior experience in industries like IT hardware, medical equipment, construction, or FMCG supplying to government bodies is a plus
- Familiarity with GST, MSME registration benefits, and Make in India/Startup India norms in tendering.
Pay: ₹30,000.00 - ₹50,000.00 per month
