The Cluster Security & Vigilance Manager is responsible for ensuring the safety and security of company assets, infrastructure, personnel, and operations across the assigned cluster. The role involves establishing a robust vigilance network, managing security operations and vendors, liaising with government authorities and local communities to address land and Right of Way (ROW) issues, and ensuring effective documentation and billing management.
Key Responsibilities
1. Asset Protection & Infrastructure Security

Ensure physical security of company assets including buildings, towers, equipment, and other critical infrastructure.

Conduct risk assessments and implement preventive measures against theft, vandalism, sabotage, encroachment, and other security threats.

Monitor access control systems, surveillance infrastructure, and conduct regular security audits across sites.

Develop and enforce security protocols and emergency response procedures.
2. Vigilance & Surveillance Management

Establish and maintain a robust vigilance and surveillance network across the cluster with 24/7 monitoring capabilities.

Implement electronic and physical surveillance measures including CCTV monitoring, patrolling, and intelligence gathering.

Investigate security incidents, breaches, and suspicious activities, ensuring timely corrective and preventive actions.

Coordinate rapid response measures during emergencies or security escalations.
3. Training & Capability Development

Design and execute periodic training programs for security personnel on SOPs, emergency response, compliance, conflict management, and operational readiness.

Conduct mock drills and refresher sessions in coordination with HR and Safety teams.

Ensure security staff are adequately trained in local cultural sensitivities and regional communication practices where applicable.
4. Government & Community Liaison

Build and maintain effective relationships with police authorities, district administration, and relevant government agencies.

Coordinate with Panchayats, Sarpanchs, local influencers, and community stakeholders to resolve ROW and land-related matters.

Represent the organization in local meetings and forums to strengthen community engagement and minimize operational disruptions.

Support crisis management and dispute resolution related to local operations.
5. Vendor & Security Workforce Management

Manage third-party security agencies and ensure compliance with SLAs, statutory requirements, and company standards.

Conduct periodic vendor evaluations, audits, and performance reviews.

Oversee deployment planning, attendance, rostering, and supervision of outsourced security personnel.

Ensure optimal manpower utilization and operational efficiency across locations.
6. Billing, MIS & Documentation

Validate and process monthly vendor invoices, deployment records, attendance sheets, and billing documentation.

Maintain accurate records of incident reports, audits, training activities, deployment schedules, and vendor contracts.

Prepare and submit timely MIS reports to regional and corporate security leadership.

Ensure compliance with internal policies and audit requirements.

Qualifications & Experience

Graduate/Postgraduate in any discipline

Certifications in Industrial Security, Risk Management, or related fields preferred

8 to 10 years of experience in industrial/corporate security management, preferably handling large site or cluster operations

Experience in government liaisoning, community engagement, and ROW management is highly preferred
Working Conditions

Extensive travel within the assigned cluster region
