Role: DM/AM - MEP
Location: Kolkata
Role Purpose
To lead all MEP-related statutory liaison activities and ensure seamless coordination with government authorities, utility agencies, and regulatory bodies for obtaining approvals, clearances, sanctions, inspections, and operational permissions across all PS Group projects.
The role will act as the primary interface between the organization and government agencies, ensuring timely approvals, compliance adherence, and uninterrupted project execution.
Key Responsibilities
Government Liaison & Statutory Approvals (Primary Responsibility)
- Act as the single point of contact for all MEP-related liaison activities with Government and Regulatory Authorities.
- Develop and maintain strong working relationships with officials of Electrical Inspectorate, Fire & Emergency Services, Municipal Authorities, Urban Development Authorities, Pollution Control Board, Water Supply Authorities, Lift Inspectorate, and Utility Service Providers.
- Ensure timely procurement of all statutory approvals, sanctions, permissions, licenses, NOCs, and occupancy-related clearances required for project execution and handover.
- Coordinate and follow up with government departments to expedite approvals and resolve technical or procedural observations.
- Represent the organization during meetings, inspections, audits, hearings, and interactions with statutory authorities.
- Ensure timely submission of applications, supporting documents, drawings, compliance reports, and regulatory filings.
- Track approval status across projects and proactively identify risks that may impact project timelines.
- Liaise with consultants and authorities for approval of Electrical Systems, Fire Fighting Systems, HVAC Systems, Water Supply, Sewerage Systems, STP/WTP, DG Sets, Lifts, Transformers, and Utility Infrastructure.
- Facilitate procurement of permanent power connections, transformer approvals, energization approvals, and related utility permissions.
- Coordinate for Occupancy Certificate (OC), Completion Certificate (CC), Fire NOC, Electrical Safety Certification, and all project handover approvals.
- Build and maintain a database of key authority contacts and approval processes.
- Ensure zero project delays arising from statutory or approval-related issues.
- MEP Coordination & Technical Review :
- Review MEP drawings and technical documents before submission to authorities.
- Coordinate with MEP consultants, architects, structural consultants, and project teams for approval-related requirements.
- Ensure compliance of MEP systems with NBC, IS Codes, Fire Regulations, Electrical Safety Standards, and local statutory requirements.
- Address authority observations through coordination with consultants and project stakeholders.
- Support project teams in resolving technical and statutory challenges during execution
- Utility Infrastructure Management
- Coordinate approvals for power infrastructure, transformers, substations, HT/LT connections, and electrical distribution systems.
- Facilitate approvals for water supply, sewerage, drainage, and utility infrastructure.
- Coordinate inspections and certifications by utility agencies and regulatory bodies.
- Monitor utility-related statutory obligations throughout project lifecycle.
- Compliance Management & Documentation
- Maintain project-wise statutory compliance trackers and approval schedules.
- Ensure timely renewal of licenses, permits, and statutory registrations.
- Maintain complete records of approvals, NOCs, licenses, correspondence, inspection reports, and compliance certificates.
- Prepare management reports highlighting approval status, pending issues, and risk areas.
- Ensure audit-ready documentation for all statutory approvals.
Profile Fit
Qualification: B.E./B.Tech in Electrical Engineering (Mandatory)
Experience: Minimum 15+ years of experience in MEP coordination, statutory approvals, government liaison, and utility management, preferably in large-scale real estate, township, commercial, mixed-use, or infrastructure projects.
