Job Summary:
The billing engineer works between the site execution team, the client, and the accounts department. They track work done on-site, verify measurements, prepare bills, and manage material reconciliation to keep project cash flow healthy. A Billing Engineer in Civil Engineering plays a crucial role in Overseeing the Financial and Administrative aspects of Construction Projects.
Here are key terms associated with this role:
1. Bill of Quantities (BOQ): A comprehensive document detailing materials, labour, and work items along with quantities and costs for a project.
2. Running Account (RA) Bill: An invoice issued periodically during ongoing work, reflecting completed tasks and materials utilized.
3. Final Bill: The ultimate invoice presented after project completion, encompassing all work done and necessary adjustments.
4. Measurement Book: A detailed record of on-site work quantities, essential for verifying bills and ensuring precise payments.
5. IS 1200: The Indian Standard code governing the measurement of civil works, providing guidelines for quantity calculations such as brickwork and concrete.
6. Contract Agreement: A legal document outlining the project scope, payment terms, and billing procedures.
7. Retention Money: A percentage of payment held back (typically 5-10%) until project completion to guarantee quality.
8. Advance Payment: Funds disbursed to contractors before project commencement, often against material supply.
9. Prime Cost Items: Specific materials or services with predetermined costs, such as specialized equipment.
