Business Development Manager – Government Portals & PSU Bidding

Key Responsibilities

◦ Monitor and track tenders on Government of India portals (GeM, eprocure.gov.in, BidAssistant, and state government portals)

◦ Analyze tender requirements, eligibility criteria, and scope of work to identify suitable opportunities

◦ Create and maintain a proprietary database of live tenders, bid deadlines, and procurement pipelines

◦ Track competitor bids and tender outcomes for strategic market intelligence

◦ Conduct regular field visits to government departments, ministries, PSUs, and autonomous bodies

◦ Build relationships with government procurement officers, technical heads, and decision-makers

◦ Identify upcoming infrastructure, security, and IT modernization projects before tenders are published

◦ Maintain a territory action plan with quarterly visits to key departments and strategic accounts

◦ Assess bid feasibility and prepare go/no-go recommendations with internal technical teams

◦ Lead proposal development, ensuring compliance with all tender specifications and government requirements

◦ Prepare technical write-ups, capability documents, and past performance summaries

◦ Coordinate with finance, operations, and technical teams to ensure realistic costing and delivery timelines

◦ Build and maintain a pipeline of bids at various stages (prospect → submitted → won)

◦ Manage relationships with government buyers post-award to support smooth contract execution

◦ Track bid win rates, average contract value, and pipeline health metrics

◦ Participate in government procurement forums, industry exhibitions, and networking events

◦ Identify reseller and channel partner opportunities within government ecosystem

◦ Provide market feedback and competitive intelligence to senior management

Pay: ₹13,946.52 - ₹58,166.56 per month
