- Middle East Experience is Mandate
- Responsible for reviewing purchase requests, ensuring accurate scope and specification for materials and subcontracts. RFQs will be sent to at least 6 approved vendors for materials and 3 approved subcontractors. Quotations will be received, validated for technical specifications, pricing, payment terms, and delivery schedules.
- Comparative Statements will be prepared for both materials and subcontractor quotations, followed by item-based negotiation with vendors and subcontractors. Finalized quotations, along with Comparative Statements, will be submitted for approval.
- Managing Local Purchase Orders (LPOs), coordinating necessary signatures and approvals, and ensuring budget validation and scope verification by the Quantity Surveyor (QS). Manage audit reviews and management approvals. LPOs will be issued, scanned, renamed for proper documentation, and shared with approved suppliers via system-generated emails. Automation is recommended for several steps, including LPO issuance and document management.
- The Procurement Manager will track and follow up on the delivery of major items, resolving any delays or issues with vendors and subcontractors. Strong relationships with key suppliers will be developed to ensure continuous improvement in delivery performance.
- Vendor registration discussions will involve cost analysis, price agreements, and the negotiation of delivery terms (such as Just-in-Time (JIT) or store inventory). Approved vendors will be established for consumable materials, and vendor development efforts will focus on improving pricing, quality, and delivery.
- The manager will oversee procurement reporting, maintaining records of all purchase requests, quotations, and LPOs, and provide regular updates to management. Automation will be recommended and implemented where applicable to streamline reporting and documentation processes.
- Advance payments will be managed according to the terms specified in the LPO.
- The ideal candidate will have in-depth knowledge of procurement processes related to Civil, MEP, Joinery, and Fitout materials and subcontracts, with strong negotiation skills, and experience in vendor management, technical evaluation, and comparative analysis. Automation tools familiarity and excellent communication skills are essential for success in this role.
