Position Title: QS & Billing Engineer Civil

Role Overview:
This position will be at office level are focused on managing financial aspects, documentation, coordination, and reporting for civil projects. Below is a detailed list of key responsibilities:
1. Cost Estimation and Budgeting
- Prepare detailed cost estimates and budgets for projects based on architectural and structural drawings.
- Analyze material, labor, and equipment costs to ensure financial feasibility.
- Provide cost forecasts and compare actual costs with estimates to identify variances.
2. Bills of Quantities (BoQ) Preparation
- Create and manage the BoQ for materials, labor, and equipment.
- Ensure the BoQ aligns with project requirements and specifications.
- Update BoQs to reflect approved changes or variations in the project.
3. Measurement and Quantification
- Measure and quantify materials and work executed on-site.
- Conduct detailed take-offs from drawings to ensure accurate costing and billing.
- Verify quantities claimed in contractor and subcontractor bills.
4. Tendering and Procurement
- Prepare tender documents and assist in tender evaluations.
- Compare supplier and contractor quotations to select the best value options.
- Participate in negotiations to finalize contracts and rates.
5. Billing and Invoicing
- Track and process RA bills and subcontractor bills based on work progress and milestones achieved.
- Cross-check bills with work measurement sheets and BoQ to ensure accuracy.
- Handle tax-compliant invoicing (e.g., GST, VAT) and deductions like TDS or retention amounts.
6. Cost Control and Monitoring
- Monitor project expenses to ensure costs remain within budget.
- Track resource consumption, including materials and labor, to avoid wastage.
- Provide recommendations for cost optimization without compromising quality.
7. Variation and Claims Management
- Identify deviations or variations in the project scope and quantify their cost impact.
- Prepare and submit variation claims to clients for approval.
- Negotiate extra costs or time extensions due to variations.
8. Contract Administration
- Ensure compliance with contract terms for billing and cost management.
- Handle disputes or discrepancies in contracts and resolve them amicably.
- Assist in final account settlements with clients and subcontractors.
9. Reporting and Documentation
- Prepare detailed project financial reports, including:
- Cost reports.
- Billing summaries.
- Work-in-progress (WIP) reports.
- Maintain records of all bills, measurements, approvals, and financial transactions.
10. Tax and Regulatory Compliance
- Ensure all billing and invoicing comply with local tax regulations.
- Prepare supporting documentation for audits or tax assessments.
11. Coordination and Communication
- Act as a liaison between the site team, project management, and accounts department.
- Collaborate with designers, site engineers, and contractors to ensure accurate cost and billing data.
- Resolve billing disputes by providing accurate measurements and supporting documents.
12. Software and Tools
- Use relevant software for efficient project and financial management, including:
- AutoCAD: For measurements and drawing verification.
- MS Excel: For budgeting, cost tracking, and bill preparation.
- ERP Systems: For project billing and cost management.
- MS Project: For project scheduling and progress tracking.
13. Reconciliation and Final Settlements
- Perform material reconciliation to ensure accurate billing for consumed resources.
- Prepare and finalize accounts at project completion, including retention and performance guarantees.
14. Overall responsibilities
- Enhances financial control by integrating cost estimation and billing processes.
- Ensures timely payments by streamlining billing and measurement workflows.
- Promotes transparency and accountability in project financials.
