ABOUT SOL'S ARC & THE RURAL LIVELIHOOD PROGRAM
Sol's ARC is a registered NGO working to ensure that every child learns and every adult earns through inclusive education and vocational skilling. For over 20 years, we have partnered with governments, donors, and communities to create systemic change and equity for persons with disabilities.
The Rural Livelihood Program was launched in October 2022 in Mujkuva, Gujarat, with the National Dairy Development Board (NDDB) as the technical partner. Building on early signs of success and growing model clarity, the program is now expanding in collaboration with the Meghalaya State Rural Livelihoods Society (MSRLS) to create sustainable livelihood opportunities for persons with disabilities in rural areas. The partnership focuses on skill development, economic inclusion, and community-based support systems, with the overarching goal of socio-economic empowerment.
This role sits at the block level and is central to how the Rural Livelihood Program actually reaches the people it is meant to serve — Persons with Disabilities (PwDs) in Anklav Taluka.
THE ROLE
This is a ground-level, community-facing role for a Cluster coordinator who will be the program's most consistent point of presence in the village. You will conduct surveys to identify PwDs and understand their needs, help link them with relevant government schemes, follow up with beneficiaries over time, and coordinate between the program team and the community.
You will work closely with the Field Officer by providing effective guidance to their work in field and report into the Program Manager (Rural).
HOW YOU'LL SPEND YOUR TIME
Approximately:
- 25% – Training and supporting field staff in data collection tools and monitoring accuracy on field
- 25% – Support in organizing camps and visits for PwD Identity documents and access to schemes
- 25% – Formation of PwD inclusive community institutions, livelihood planning and market linkages
- 25% – Ensuring quality of program delivery by monitoring field officers, reporting to Program Manager and Stakeholder Management with government departments.
WHAT YOU'LL ACTUALLY DO

Train and guide Village Cadres on PWD-focused tools, training modules, and MIS/digital reporting systems, while monitoring data accuracy, flagging discrepancies, and coaching underperforming cadres

Monitor the quality of baseline surveys conducted in the field, ensuring correct methodology, tool usage, and completeness before data is finalized

Ensure the accuracy, reliability, and timeliness of data received from field cadres, conducting spot-checks and cross-verification where needed

Supervise and coordinate PWD mobilization, deep profiling, identification, and identity documentation enrolment, including organizing camps/field visits for access to government schemes

Identify and mentor Divyang Mitras, and advocate disability rights and processes with stakeholders for effective implementation

Support inclusion of PWDs in SHGs, producer groups, and community institutions, and contextualize livelihood training with a disability lens

Support PWD-focused livelihood planning and market linkage activities

Monitor field implementation for alignment with program plans and quality standards, and compile block-level progress reports for the Program Manager/District Coordinator

Escalate key field trends, risks, and operational concerns with observations and suggested solutions

Manage relationships and coordination with block-level stakeholders, including line department officials, panchayat representatives, and local institutions

Coordinate with SHGs and other community institutions, and support district-level review meetings, trainings, and exposure visits

Maintain regular touchpoints with Program Manager and HO, and document success stories and field learnings
WHAT'S HARD ABOUT THIS ROLE
- Reaching every household in the area, including those in remote or harder-to-access parts of the village.
- Building trust with families who may be unfamiliar with or hesitant about government schemes and outside organisations.
- Staying consistent with follow-up visits even when progress feels slow or beneficiaries face repeated setbacks.
- Communicating needs and issues clearly to the Field Officers even without formal reporting experience.

Qualifications
- Graduate candidates preferred
Experience
- 1-2 years of relevant experience
- Candidates must be a resident of Anklav Taluka, Anand district or the immediate surrounding area.
Technincal Skills
- Basic knowledge of MS Office and digital tools.
- Ability to maintain accurate records and reports.
- Willingness to learn about government schemes for Persons with Disabilities.
Local Knowledge & Practical Skills
- Strong knowledge of the local community, geography, and social context of the area.
- Basic ability to record and share information accurately, even without formal documentation experience.
- Willingness to learn and be trained on survey tools, scheme-related processes, and basic reporting formats.
Communication Skills
- Good communication skills in Gujarati (spoken and basic written) — essential.
- Ability to build rapport and trust with community members, families, and beneficiaries.
- Comfort speaking with government functionaries and program staff when required.
Basic English – preferred.
