Role Overview:
The candidate will be responsible for establishing, implementing and monitoring safety standards across large-scale township and high-rise residential development projects. The role involves ensuring regulatory compliance, risk management, site safety audits, and developing an accident-free work culture.
Key Responsibilities:
1. Safety Policy, Planning & System Implementation
- Develop, implement, and periodically update project-specific EHS policies, SOPs, safety plans, PPE protocols, and work permit systems.
- Integrate safety controls across all construction activities including excavation, foundation, high-rise structural works, MEP, façade installation, road works, and utilities.
- Establish and refine Method Statements, Job Hazard Analysis (JHA), and Risk Assessment processes to align with project requirements.
2. Site Safety Audits, Monitoring & Compliance
- Conduct regular site inspections, internal audits, scaffold/housekeeping checks, workforce camp inspections, equipment safety audits and ensure adherence to defined standards.
- Monitor high-risk activities such as working at height, hot work, confined spaces, electrical works, heavy lifting, crane operations with strict risk-mitigation control.
- Ensure compliance with statutory norms and regulatory frameworks including OSHA, BOCW Act, Factory/Building safety guidelines, and ISO 45001 standards.
3. Risk Management & Hazard Mitigation
- Perform detailed Risk Assessments and JHA for critical construction activities and implement preventive and corrective measures.
- Identify potential hazards, recommend mitigation strategies, prepare Risk Elimination Action Plans and track closure effectiveness through follow-up reviews.
4. Training, Awareness & Safety Culture Strengthening
- Conduct periodic training sessions including safety inductions, refresher programs, toolbox talks, emergency preparedness training, mock drills across workforce and contractors.
- Promote and drive proactive safety culture ensuring workforce discipline, safe behaviour, and high compliance to PPE and operational instructions.
5. Incident Investigation & Preventive Action
- Lead investigations for accidents, incidents and near-misses; identify root causes and enforce CAPA (Corrective & Preventive Action).
- Coordinate with first-aid/medical teams, manage documentation for claims (if applicable) and ensure implementation of control measures to prevent recurrence.
6. Documentation, MIS & Reporting
- Maintain detailed records of audits, training, incident logs, inspection checklists, work permits, safety non-compliance observations and corrective actions.
- Prepare Daily/Weekly/Monthly EHS MIS and present performance dashboards to Site/Project Head and Senior Management.
- Ensure availability and timely submission of statutory documentation and safety-related compliance reports.
7. Emergency Preparedness & Response Management
- Develop and implement Emergency Response Plans (ERP/EAP) for scenarios such as fire, collapse, chemical spills, gas leaks, natural disasters etc.
- Conduct periodic evacuation drills, evaluate readiness and ensure availability/functioning of fire-fighting systems, rescue equipment and emergency medical support.
8. Stakeholder & Authority Coordination
- Liaise closely with Site Engineers, Project Managers, Contractors, MEP teams, HSE bodies and regulatory authorities for coordination of safety measures.
- Ensure safety integration at planning, execution and monitoring stages of the project ensuring seamless communication across stakeholders.
Required Skills and Experience:
- Bachelor's degree or Diploma in Occupational Health & Safety, Civil Engineering, or a related field is typically required
- Proven experience (typically 5-10+ years) in a health and safety role, specifically within large-scale industrial or high-rise/township construction projects
- Professional certifications such as NEBOSH, CSP (Certified Safety Professional), IOSH, or equivalent are highly preferred and often essential.
- Strong knowledge of construction safety norms, statutory compliance and industry best practices.
- Excellent communication, training and analytical skills.
- Ability to lead site-level HSE functions independently
- Strong leadership and conflict management skills to influence and motivate teams.
