Job Summary
The Contract & Liaisoning Manager will be responsible for managing the complete post-execution contract closure process for coal mining and government projects. The role includes coordination with government departments, work order and contract documentation, completion formalities, final billing, reconciliation, recovery of outstanding amounts, release of security deposits/retention money and final closure of contracts.
Key Responsibilities
- Manage the complete contract closure process from completion of work up to final settlement and documentation.
- Review and maintain work orders, contracts, agreements, amendments, extensions and related documents.
- Coordinate with government departments, project authorities and clients for contract-related matters.
- Handle government liaisoning for work completion, measurements, approvals, certifications and closure formalities.
- Coordinate with site, operations, accounts and commercial teams for preparation and submission of final bills.
- Monitor pending bills, deductions, advances, retention money, security deposits and other financial obligations.
- Follow up for outstanding payment recovery from government departments/clients.
- Ensure timely release/recovery of Security Deposit, Performance Guarantee, Retention Money and Earnest Money Deposit (where applicable).
- Reconcile contract value, work executed, payments received, deductions and outstanding amounts.
- Identify and resolve discrepancies related to measurements, bills, deductions, penalties and contractual claims.
- Prepare and maintain contract closure statements, final settlement statements and closure reports.
- Coordinate for completion certificates, no-dues certificates and other documents required for contract closure.
- Track contractual deadlines, validity periods, extensions and pending closure activities.
- Handle correspondence with clients/government authorities regarding pending approvals, payments and contract closure.
- Support the management in claims, variations, extra work, escalation and contractual recoveries.
- Maintain proper records of closed, ongoing and pending contracts for audit and management review.
- Coordinate with legal/commercial teams in case of contractual disputes, notices or recovery matters.
- Ensure all contractual obligations of the company and client are properly completed before final closure.
- Prepare regular MIS reports on contract status, pending recoveries, final bills and closure progress.
Required Skills
- Strong knowledge of contract administration and contract closure procedures.
- Experience in coal mining, mining contracts, government projects or infrastructure contracting.
- Good understanding of work orders, BOQs, measurement sheets, running bills and final bills.
- Strong government/client liaisoning and follow-up skills.
- Knowledge of payment recovery, reconciliation and contract documentation.
- Good negotiation and communication skills.
- Ability to coordinate with Operations, Accounts, Commercial, Legal and Site teams.
- Strong documentation and record-management skills.
- Good knowledge of MS Excel, MS Word and contract/MIS reporting.
Pay: ₹40,000.00 - ₹55,000.00 per month
