1. Auction & Bidding Management :-
- Bid Preparation: Analyzing coal requirements and formulating technical and financial strategies for auction windows (e.g., Non-Regulated Sector Linkage Auctions. )
- Bidding Execution: Participating in electronic bidding processes via government portals (e.g., MSTC) to secure allocations at optimal prices.
- Compliance: Ensuring all bids comply with current policies such as the SHAKTI policy and Applicable Law.
2. Linkage & Contract Administration :-
- FSA Execution: Facilitating the signing, renewal, and management of Fuel Supply Agreements (FSA) with designated coal companies.
- Linkage Rationalization: Working to optimize coal linkages to reduce logistical costs and improve plant efficiency.
- Quota Management: Managing Annual Contracted Quantity (ACQ) to ensure continuous, uninterrupted operations for the end-use plant.
3. Supply Chain & Logistics Monitoring
- Dispatches & Delivery: Tracking coal dispatch schedules from the mine to the plant to ensure timely delivery.
- Liaison: Coordinating with Coal India subsidiaries, railway authorities, and the Coal Controller's Organization regarding logistics and supply issues.
- Grievance Redressal: Using portals like CPGRAMS to resolve issues related to coal quality, delivery shortages, or supply anomalies.
4. Regulatory & Financial Compliance
- Payment Tracking: Managing advance payments, maintaining performance guarantees, and ensuring timely remittance to coal suppliers.
- Stock & Usage Auditing: Monitoring coal inventory levels and verifying third-party testing results regarding coal grade and quality.
- Reporting: Submitting required operational consumption and stock reports to the Ministry of Coal or relevant regional subsidiaries.
