Scope:
Supervise the Discipline engineers and designers in carrying out the detailed engineering work for all projects and proposals. Assume responsibility for conceptual and detailed design in compliance with the project specifications, international codes and standards and good engineering practices. Take measures for maintaining quality of engineering, completion of projects within the budgeted man-hours and cost as per the project schedule by adhering to uniform and optimized work process in Piping team.
KEY RESPONSIBILITIES:
- Plan and allocate manpower resources for executing the different projects, proposals and other activities of the Discipline.
- Facilitate the manpower recruitment process in co-ordination with HR.
- Identify and initiate training and development activities.
- Encourage design improvement and technical excellence in consultation with the Discipline specialists.
- Project & Department objective articulated & communicated to the team.
- Encourage active participation in Value Engineering Workshop and arrange TBE review, Gate Review & Line of Sight Review to maintain a focused approach in project delivery and maintain quality.
- Review and approve man-hour, cost and BOQ estimates of proposals.
- To drive right behavior in VEC team to ensure all round performance and delivery.
- Promote fit for purpose design philosophy.
- Operate & promote “First Time Right” policy.
- Engage Construction, Commissioning & Operation teams for their inputs & reviews early.
- Provide support to PEC & VEC Piping team to have strong Hold of the project goals (Ensuring integrity & safety of the design, meeting quality as per contractual intent, meeting schedule, optimizing Procurement & Construction cost and maintaining high productivity).
- To promote “No Communication Gap” with VEC team by maintaining a collaborative approach.
- Identify, evaluate & finalize outsourcing of any detailed design scope to engineering subcontractors at earliest.
- Exhibit strong leadership and soft skills to excel in work share environment.
- Ensure project Piping Lead is accounting vendor engineering reviews in schedule.
- Assess vendor capability to develop SP tools and if required plan for taking over this scope.
- Encourage conformance to the interface between Head Office & Engineering Centers
- To put proper perspective in Change Control Mechanism.
- Ensure strict quantity Management and Internal Model Reviews in projects.
- Ensuring adherence to GMS and periodic review of GMS based on lessons learnt.
- Encourage proactive approach rather than reactive one among piping teams including VEC.
- Ensuring applicable Lesson Learnt implementation.
- Evaluate competency of each individual and organize training based on gap identified to enhance competency.
- Maintain high productivity level of employees and recommend cost effective measures to reduce manpower costs.
- Conduct internal staff meetings to ensure the progress of projects in accordance to schedule, allotted man-hours and budgeted costs.
- Evaluate project schedules in liaison with the lead engineer.
- Direct the engineers and designers towards achieving quality and maintaining budget and schedule.
- Ensure compliance with Company ISO quality procedures.
- Facilitate Company’s internal and external quality audits in co-ordination with the QA/QC Department.
- Interact with the Engineering Director and other Discipline Managers on a regular basis in order to ensure smooth functioning of the Engineering Department. Interface with other Departments (e.g. Project Management, Project Planning & Control, Procurement, QA/QC, Construction and Commissioning) as required for the proper execution of the projects.
- Establish performance criteria and direct employee performance appraisals.
- Give recommendations/directions to HR on employee salary matters.
- Identify employee strengths and weaknesses and provide feedback as necessary.
- Encourage employees to diversify and improve skills.
- Attend to employee problems related to work environment, compensation, general welfare, etc.
- Provide advice and guidance to engineers and designers on important technical issues as well as managerial matters.
