Job Summary
The Senior Tender Executive will be responsible for managing the complete tendering lifecycle, including identifying tender opportunities, downloading tender documents, analyzing BOQs and drawings, preparing tender rates, coordinating with internal departments, and uploading bids on various government and private procurement portals. The role requires strong knowledge of tender documentation, estimation, commercial evaluation, and e-tendering processes.
Key Responsibilities
1. Tender Search & Download
- Regularly monitor Government and Private Tender Portals for new business opportunities.
- Download tender documents, BOQs, specifications, drawings, and related documents.
- Identify relevant tenders based on company eligibility and project scope.
- Prepare tender summaries and eligibility checklists.
- Maintain a database of upcoming, active, and submitted tenders.
2. Tender Analysis
- Thoroughly review tender notices, NIT, BOQ, drawings, technical specifications, and contractual terms.
- Analyze tender eligibility criteria and qualification requirements.
- Identify risks, special conditions, penalties, and commercial obligations.
- Prepare tender feasibility reports for management approval.
- Coordinate with management regarding bid participation decisions.
3. BOQ & Rate Preparation
- Study BOQs, project specifications, and drawings in detail.
- Coordinate with procurement, project, and vendor teams to obtain material and labor rates.
- Prepare detailed cost estimates and rate analysis.
- Calculate project costs, overheads, margins, taxes, and contingencies.
- Finalize competitive tender rates while maintaining profitability.
- Verify quantity calculations and pricing accuracy.
- Prepare commercial bid sheets and costing summaries.
4. Technical Bid Preparation
- Compile all technical documents required for tender submission.
- Arrange company credentials, work orders, completion certificates, client references, financial statements, and registrations.
- Prepare compliance statements and technical submissions.
- Ensure all supporting documents meet tender requirements.
- Maintain updated records of statutory and company documents.
5. Tender Upload & E-Tendering
- Upload tenders through GeM, CPPP, State Government Portals, Railways, PSUs, and Private Procurement Portals.
- Manage Digital Signature Certificates (DSC) for tender submissions.
- Upload technical bids, commercial bids, and supporting documents within deadlines.
- Ensure error-free online submission and document verification.
- Monitor portal notifications and corrigendums.
- Maintain proof of submission and bid acknowledgment records.
6. GeM Portal Management
- Handle complete GeM Portal operations.
- Participate in GeM Bidding and Reverse Auctions.
- Upload product catalogs and company documents.
- Track GeM opportunities and bid status.
- Coordinate for GeM order processing and compliance.
7. Pre-Bid & Client Coordination
- Attend pre-bid meetings and site visits when required.
- Prepare and submit pre-bid queries.
- Coordinate with clients, consultants, architects, and project teams.
- Clarify technical and commercial issues before submission.
- Maintain professional communication with tender authorities.
8. Post-Tender Activities
- Track tender opening status and bid evaluation results.
- Respond to client queries and requests for clarification.
- Submit additional documents as required by clients.
- Coordinate for Letter of Intent (LOI), Work Orders, and Agreement Signing.
- Support project handover to the execution team after award.
9. Documentation & Compliance
- Maintain updated records of:
- GST Registration
- PAN
- MSME Certificates
- Company Incorporation Documents
- Financial Statements
- Experience Certificates
- Labour Licenses
- PF & ESI Registrations
- ISO Certifications (if applicable)
- Ensure compliance with tender requirements and statutory regulations.
- Maintain tender files and archives for future reference.
10. Reporting & MIS
- Prepare daily, weekly, and monthly tender status reports.
- Track tender participation, win ratio, and revenue opportunities.
- Maintain tender pipeline reports.
- Present tender updates to management.
- Monitor bid deadlines and submission schedules.
Educational Qualifications
- Graduate in Commerce, Management, Engineering, or related field.
- Diploma or Degree in Civil Engineering, Interior Design, or Project Management preferred.
- MBA in Marketing/Operations will be an added advantage.
Experience
- 3–6 years of experience in Tendering, Estimation, Bid Management, or Business Development.
- Experience in Interior Fit-Out, Construction, Civil, Electrical, MEP, Infrastructure, or Government Projects preferred.
- Hands-on experience with GeM and e-Tendering portals is mandatory.
Required Skills
- Strong knowledge of Tender Download and Tender Upload procedures.
- Expertise in BOQ analysis and Tender Rate Preparation.
- Knowledge of GeM, CPPP, State e-Tender Portals, and PSU Portals.
- Ability to understand BOQs, Drawings, and Technical Specifications.
- Excellent MS Excel skills for costing and rate analysis.
- Knowledge of contract terms and tender documentation.
- Strong analytical and commercial understanding.
- Excellent communication and coordination skills.
- Ability to work under strict deadlines.
- High attention to detail and accuracy.
