About the Role
Our Company is hiring a client-facing Business Analyst to work on a digital transformation programme in the water utility sector in Uttarakhand. The role works directly with utility operations teams, conducts field visits, runs requirement workshops, and drives end-to-end documentation and process design.
This is a high-visibility, stakeholder-facing position. Polish, communication, and the ability to think on your feet matter as much as domain depth.
Purpose
Own the "what" and "why." The Business Analyst is responsible for two things in equal measure:
- Documenting the AS-IS — capturing the existing business process exactly as it operates on the ground, end to end, with no gaps and no assumptions.
- Designing the TO-BE — thinking critically and creatively to propose a redesigned process that is more efficient, more accountable, and digital-first.
Key ResponsibilitiesAS-IS documentation (mandatory strength)
- Conduct structured interviews, shadow operations, and observe live workflows to capture the current business process exactly as it is — not as people describe it, but as it actually runs.
- Document every step, every form, every approval, every handoff, every exception, every workaround.
- Produce clean, unambiguous process maps (BPMN / swimlane), data flows, role-responsibility matrices (RACI), and SOPs.
- Validate the AS-IS document with the operating team and get formal sign-off.
TO-BE process design (mandatory strength)
- Critically examine the AS-IS — identify bottlenecks, redundancies, manual steps, fraud-prone gaps, and customer pain points.
- Think wisely — propose a redesigned TO-BE process that simplifies, automates, and strengthens accountability.
- Justify each change with clear before/after comparison and quantified benefit (time saved, cost saved, error reduction, etc).
- Walk stakeholders through the proposal, defend the design, and incorporate feedback.
Other responsibilities
- Author Business Requirements Documents (BRDs), Functional Requirement Specifications (FRS), use cases, and user stories.
- Run requirement workshops, UAT sessions, and end-user training in Hindi.
- Maintain meeting minutes, action trackers, and follow-ups in both Hindi and English.
- Weekly status reporting to leadership.
Mandatory Requirements
- Water sector exposure — must have worked on urban or rural water supply / utility / metering / billing / NRW / SCADA / smart-water projects. Candidates without water-domain exposure will not be considered.
- Hindi fluency — speak & write. Must be able to conduct meetings, take dictation, and draft formal letters and notes in Hindi.
- English fluency — speak & write. Must produce professional English documentation (BRDs, presentations, reports).
- Stakeholder presence. Confident, well-presented, can walk into a senior officer's room, present, listen, and capture requirements without supervision.
- Travel readiness. Field visits to district offices, treatment plants, DMAs (District Metered Areas), pump houses, and pilot sites across Uttarakhand.
Required Skills
- Background as a Business Analyst, preferably in water utility, urban infrastructure, or similar large-scale operational projects
- Strong process mapping (BPMN, Visio, draw.io / Lucidchart)
- Requirement-elicitation techniques (interviews, JAD, observation, document analysis)
- Excellent documentation skills — clean BRDs, crisp meeting minutes
- MS Office (Word, Excel, PowerPoint) — advanced
- Comfort with Agile / Scrum (writing user stories, acceptance criteria)
Preferred Skills
- IIBA / CBAP / PMI-PBA certification
- Familiarity with Uttarakhand geography / pahadi terrain
- Knowledge of Garhwali or Kumaoni
- Exposure to GIS tools (QGIS / ArcGIS), SCADA platforms, or digital water utility systems
- Knowledge of NRW (Non-Revenue Water), DMA, bulk flow monitoring, customer metering, water balance, physical/commercial losses
- Exposure to billing systems, CIS (Customer Information Systems), or SCADA dashboards
- Basic SQL (read-only — to validate data with engineering)
Education
- Bachelor's degree in Engineering (Civil / Electrical / Computer / IT preferred), or MBA, or equivalent. Master's a plus.
Pay: ₹413,374.96 - ₹1,000,000.00 per year
