About the Team
The Policy and Digital Ecosystem team drives GSMA’s advocacy, industry engagement and ecosystem-building agenda in India, working closely with government, mobile operators and technology partners to advance progressive digital policy and unlock the full value of connectivity.
The team focuses on strengthening India’s mobile and digital ecosystem through policy dialogue, strategic partnerships, industry roundtables and initiatives across areas such as 5G, digital infrastructure, cybersecurity, AI, enterprise adoption and emerging technologies.
About the Role
The Senior Manager – Policy and Digital Ecosystem, will play a critical role in strengthening GSMA’s engagement with key policy stakeholders, digital ecosystem players, including mobile operators, global system integrators, hyper-scalers, internet companies, enterprises, and third party aggregators. The individual will drive and execute strategic initiatives, partnerships, and thought leadership to advance GSMA’s agenda in India’s rapidly evolving digital landscape. This role is ideal for a dynamic professional with deep industry knowledge, strong stakeholder engagement skills, and a passion for driving transformation in India’s digital infrastructure.
Key Responsibilities:
Digital Ecosystem Development

Build and strengthen GSMA’s engagement with key digital players, including cloud providers, system integrators, AI startups, IoT firms, and digital service providers.

Identify and promote strategic collaborations between mobile operators and digital ecosystem players to accelerate 5G adoption, AI, edge computing, and IoT innovations.

Develop and execute programs, roundtables, webinars, and initiatives that foster partnerships between telecom operators and the wider digital ecosystem.
Industry Engagement
- Manage execution of current projects and curate new programs for industry engagement.

Work closely with global GSMA teams to align India’s digital transformation agenda with GSMA’s global initiatives.

Create reports and newsletters highlighting emerging trends, challenges, and opportunities in India’s digital economy.
Policy & Regulatory Collaboration

Develop strategies to address policy challenges in the implementation and regulation of next-generation technologies, ensuring alignment with member priorities and GSMA positions.

Engage with government bodies, regulators (DoT, TRAI, MeitY, etc.), and industry associations to shape policies that foster digital innovation and fair competition in the industry.

Representing GSMA’s interests in policy consultation papers and industry forums.
Enterprise Digital Transformation & 5G Adoption

Drive GSMA-led enterprise adoption programs that promote 5G use cases, the API economy, and industry digitalisation in sectors like manufacturing, healthcare, and smart cities.

Collaborate with mobile operators and enterprises to accelerate the deployment of next-gen connectivity solutions.
GSMA Events & Community Building

Contribute to GSMA-led events, including India Mobile Congress (IMC), and GSMA APAC programs, by curating discussions and inviting key industry leaders.

Expand GSMA’s community of digital ecosystem players through engagement programs, networking sessions, and exclusive ecosystem member roundtables.

Design creative ideas to keep the ecosystem engaged with current and relevant topics from the industry.
About You

Policy expert in digital economy.

Significant experience in the telecom, digital services, technology, or regulatory sectors.

Strong understanding of India’s digital ecosystem, including telecom, cloud, AI, fintech, IoT, and enterprise digital transformation.

Proven experience in stakeholder engagement, partnerships, and policy advocacy.

Proven ability to navigate and influence policies on data governance, privacy and digital trust.

Deep understanding of the ICT regulatory landscape.

Established relationships with mobile industry players, platform companies, cloud service providers and policymakers.

Excellent skills in drafting policy documents, presentation and program execution skills.

Strong track record in developing industry programs, publishing insights, and driving ecosystem initiatives.

Experience working with government, regulators, or industry bodies.

Ability to interpret complex regulatory issues and develop strategic responses.

About your skills
Communication -Strong communication skills are essential to translate complex policy, regulatory and technology issues into clear, compelling messages for government, industry and internal stakeholders. The role requires the ability to prepare policy briefs, discussion notes, presentations and external communication that are precise, persuasive and aligned with GSMA’s priorities.
Teamwork -The role will require close collaboration with GSMA colleagues across advocacy, technology, events, membership and global policy teams. Strong teamwork will help ensure that India-focused initiatives are well coordinated, draw on global expertise and deliver value to members and ecosystem partners.
Influence -The Senior Manager must be able to shape conversations and build support for GSMA’s policy positions without always relying on formal authority. This skill is important for engaging government, regulators, MNOs and ecosystem players in a way that advances constructive, industry-led outcomes.
Stakeholder Management -The role involves working with a diverse set of stakeholders, including mobile operators, government departments, regulators, technology companies, industry bodies and global GSMA teams. Effective stakeholder management will help build trusted relationships, identify shared priorities and convert engagement into meaningful policy and ecosystem outcomes.
Diplomacy -Diplomacy is critical when working across sensitive policy issues, competing industry perspectives and government priorities. The role requires sound judgement, discretion and the ability to navigate differences professionally while maintaining trust and credibility with all stakeholders.
