1. Key Responsibilities
- Prepare, review, and certify Contractor and Subcontractor Running Account (RA) Bills and Final Bills.
- Verify quantities executed at site against approved drawings, BOQ, Measurement Book (MB), and site records.
- Prepare detailed measurement sheets, bill abstracts, and payment certificates.
- Ensure billing is carried out in accordance with the contract conditions, specifications, and approved rates.
- Verify and process variation orders, extra items, and non-scheduled (NS) items.
- Maintain records of cumulative quantities, previous bills, and payment status.
- Reconcile BOQ quantities with executed quantities and identify variations.
- Coordinate with the Site Engineer, Project Manager, and Quantity Surveyor for measurement verification and bill certification.
- Monitor project progress and prepare monthly billing and work progress reports.
- Maintain billing registers, quantity reconciliation statements, and material reconciliation records.
- Assist in cost monitoring and ensure payments remain within the approved project budget.
- Prepare supporting documentation required for client billing and internal approvals.
- Ensure timely submission of contractor and client bills.
- Maintain proper documentation of invoices, work orders, variation orders, and payment records.
- Support the preparation of final accounts and project close-out documentation.
2. RequirementsEducational Qualification
- Bachelor's Degree or Diploma in Civil Engineering.
Experience
- Billing Engineer: 3–5 years of relevant experience in building construction projects.
- Experience in commercial, residential, industrial, or infrastructure projects will be an added advantage.
Technical Skills
- Good knowledge of BOQ preparation, quantity verification, and measurement principles.
- Experience in preparing RA Bills, Final Bills, and Bill Abstracts.
- Knowledge of contract documentation, work orders, and variation orders.
- Familiarity with CPWD, IS Codes, or standard methods of measurement.
- Ability to interpret architectural, structural, and MEP drawings.
- Knowledge of material reconciliation and quantity reconciliation.
- Understanding of project billing procedures and cost control.
Software Proficiency
- Microsoft Excel
