Platform Operations (Platform Ops) is a fast-growing team within Data Operations, focused on powering the next-generation Research Data Platform built on data mesh principles.
Our team enables scalable, high-quality data services that support key Elsevier products such as Scopus, LeapSpace, SciVal, Reaxys , and other leading research solutions used globally.

About the Role:-
The Service Development Manager is responsible for driving end-to-end service development initiatives with a strong focus on product testing, technical documentation, and enterprise program coordination. This role leads the planning, execution, and delivery of complex cross-functional initiatives by collaborating closely with Product, Technology, and Operations teams, as well as external partners. The position ensures that solutions are rigorously tested, well-documented, and implemented with high quality, scalability, and operational readiness.
The role requires strong expertise in testing strategy, data analytics, and program execution, with the ability to lead large-scale initiatives and drive consistent quality standards across services.
Responsibilities:-
Service Development & Program Leadership
Lead end-to-end service development initiatives from planning through testing, implementation, and rollout.
Own enterprise-level program coordination across multiple workstreams, ensuring alignment of scope, timelines, and deliverables.
Manage cross-functional dependencies, risks, and execution plans across Product, Technology, Operations, and external partners.
Drive structured project governance, including status reporting, escalation management, and stakeholder communication.
Ensure delivery of initiatives within agreed timelines, scope, and quality standards.
Testing Strategy & Quality Assurance Leadership
Define and implement comprehensive testing strategies across products and services.
Lead test planning, test case design, execution, and validation processes.
Oversee functional, integration, regression, and user acceptance testing (UAT).
Establish and drive adoption of best practices in test management and quality assurance.
Lead defect tracking, triage, root cause analysis, and resolution processes.
Promote test automation and continuous testing practices where applicable.
Ensure consistent quality benchmarks across all service development initiatives.
Technical Documentation & Standards
Lead the development and governance of technical documentation, including specifications, workflows, test plans, and implementation guides.
Ensure documentation is structured, scalable, and aligned with operational and technical requirements.
Establish documentation standards and ensure consistency across teams and initiatives.
Support knowledge transfer and enablement through well-defined documentation practices.
Cross-Functional Collaboration & Coordination
Partner with Product teams to understand requirements and translate them into structured testing and implementation plans.
Work closely with Technology teams to ensure solution feasibility, integration readiness, and technical quality.
Collaborate with Operations teams to ensure smooth transition from development to production.
Act as the central coordination point across internal stakeholders and external partners.
Facilitate alignment across teams to ensure seamless execution and delivery.
Data Analytics & Quality Insights
Leverage data analytics to monitor testing outcomes, product performance, and service quality.
Develop dashboards and reporting frameworks to track key metrics such as defect trends, test coverage, and quality KPIs.
Use data-driven insights to identify improvement areas and enhance testing efficiency.
Support decision-making through structured analysis and performance reporting.
Partner & Vendor Management
Collaborate with external vendors and partners to align on testing, delivery, and implementation objectives.
Ensure effective communication and coordination across partner-driven initiatives.
Monitor partner performance and ensure adherence to quality and delivery expectations.
Drive accountability and alignment across internal and external stakeholders.
Qualifications & Experience
Bachelor’s or Master’s degree in Computer Science, Engineering, Data Analytics, or related field.
10–15 years of experience in service development, software testing, program management, or related domains.
Proven experience leading enterprise-level programs and cross-functional initiatives.
Strong background in software testing, quality assurance, and delivery management.
Experience working in matrixed environments with multiple stakeholders and partners.
Requirements:-
Testing & Quality Assurance
Strong expertise in testing methodologies (functional, integration, regression, UAT)
Test strategy development and execution
Defect management and root cause analysis
Exposure to test automation frameworks (preferred)
Quality assurance governance and standards
Program & Project Management
Experience managing large-scale, cross-functional programs
Strong understanding of Agile, Waterfall, or hybrid delivery models
Risk management, dependency tracking, and stakeholder communication
Experience with project management tools (Jira, MS Project, Smartsheet, etc.)
Technical Documentation
Expertise in technical writing, documentation frameworks, and standards
Ability to create structured and implementation-ready documentation
Experience in maintaining documentation repositories and governance
Preferred Certifications
High-Value (Strongly Preferred)
ISTQB Advanced Level or equivalent
Certified Software Test Engineer (CSTE)
PMP / PRINCE2 / Agile certifications (CSM, SAFe)
Nice to Have
Certifications in Test Automation tools
Data Analytics certifications (Power BI, Tableau, etc.)
Lean / Six Sigma certifications
