*Role Summary:*
The incumbent shall be responsible for financial scrutiny, verification, evaluation, monitoring, and compliance activities related to projects, schemes, grants, incentives, and fiscal support programs being implemented by C-DAC or its client departments.
#### Key Responsibilities
1. Scrutiny and verification of financial documents, expenditure statements, invoices, claims, utilization certificates, and supporting records submitted by applicants/beneficiaries.
2. Examination of financial proposals and assessment of eligibility for grant, reimbursement, incentive, or fiscal support as per scheme guidelines.
3. Preparation of Financial Scrutiny Reports, Financial Evaluation Reports, and recommendations for approval, rejection, or modification of claims.
4. Verification of utilization of funds released in previous phases/tranches and assessment of compliance with approved project objectives.
5. Liaison and coordination with Ministries, Government Departments, Implementing Agencies, Applicants, Auditors, Banks, and Evaluation Committees.
6. Conduct of physical verification, field inspections, and validation of claims at project sites whenever required.
7. Review and analysis of financial statements, audit reports, bank statements, statutory filings, and project expenditure records.
8. Evaluation of expenditure claims and determination of admissible amounts as per approved guidelines, norms, and financial regulations.
9. Processing and recommendation of claims for reimbursement, grant disbursement, milestone payments, and fiscal support.
10. Monitoring compliance with Government Financial Rules (GFR), PFMS guidelines, audit requirements, and applicable statutory provisions.
11. Handling financial and taxation matters including GST, TDS, Income Tax, and other regulatory compliances.
12. Preparation of MIS reports, financial summaries, dashboards, presentations, and management reports.
13. Maintenance of project records, financial databases, documentation, and correspondence for audit and compliance purposes.
14. Assistance in internal audits, statutory audits, CAG audits, and closure of audit observations.
15. Any other assignments related to finance, project monitoring, claim verification, or compliance as entrusted by the Competent Authority.
#### Qualification
* CA / CMA / MBA (Finance) / M.Com / B.Com with relevant experience.
#### Experience
* Minimum 2 years of relevant experience in Finance, Accounts, Audit, Project Finance, Grant Management, Financial Scrutiny, or Government-funded projects.
#### Skills Required
* Strong knowledge of Financial Accounting, GST, TDS, Income Tax, PFMS, and GFR.
* Proficiency in MS Excel, financial analysis, and report preparation.
* Good communication, documentation, and stakeholder management skills.
