Job Description – Purchase Manager (ETP / Construction)

Job Summary
The Purchase Manager – ETP / Construction is responsible for procurement of mechanical, electrical, civil, piping, instrumentation, chemicals, and consumables required for project execution and plant operations. The role ensures timely material availability, cost optimization, quality compliance, and effective vendor coordination to support uninterrupted project and operational activities.
Key Responsibilities1. Project & Plant Procurement
- Procure equipment, pumps, blowers, motors, panels, pipes, valves, chemicals, media, civil materials, and spares for ETP/STP and construction projects.
- Coordinate with engineering, project, maintenance, and site teams to understand BOQ, drawings, and technical specifications.
- Ensure timely procurement to avoid project delays and downtime.
- Manage emergency and breakdown purchases.
2. Vendor Development & Negotiation
- Identify and develop vendors for mechanical, electrical, civil, and chemical supplies.
- Obtain competitive quotations and perform techno-commercial comparisons.
- Negotiate pricing, payment terms, delivery schedules, warranty, and after-sales support.
- Maintain approved vendor list and evaluate vendor performance periodically.
3. Contract & Documentation Management
- Prepare and issue Purchase Orders, Work Orders, and Rate Contracts.
- Ensure proper documentation: GST compliance, delivery challans, test certificates, warranty documents, and invoices.
- Coordinate with finance for billing, GRN, and payment processing.
4. Quality & Compliance
- Ensure materials comply with project specifications, drawings, and quality standards.
- Coordinate inspection and material acceptance with QA/QC and site engineers.
- Ensure compliance with safety, environmental, and statutory requirements.
5. Inventory & Cost Control
- Monitor inventory levels of critical spares and chemicals.
- Optimize stock to reduce carrying cost and avoid shortages.
- Track material consumption and wastage.
- Identify cost-saving opportunities through alternate sourcing and bulk purchasing.
6. Coordination & Reporting
- Coordinate with stores, logistics, transporters, and site supervisors.
- Track delivery schedules and follow-up with suppliers.
- Prepare MIS reports on procurement status, savings, vendor performance, and pending orders.
- Support audits and management reviews.
Qualification & Experience
- Diploma / BE in Mechanical / Electrical / Civil / Chemical or Graduate in Supply Chain / Commerce.
- 5–12 years of experience in procurement for ETP, infrastructure, EPC, or industrial projects.
- Knowledge of pumps, piping, valves, electrical panels, civil materials, and treatment chemicals.
- Familiarity with BOQ, technical drawings, and project procurement cycles.
- ERP knowledge preferred.

Pay: ₹23,889.14 - ₹40,000.00 per month
