Procurement Manager - Job Description
Position Overview
The Procurement Manager is responsible for leading strategic sourcing and procurement activities for Integrated Facilities Management (IFM), minor repair and maintenance projects, and supply vendor management. This role ensures cost-effective procurement practices, vendor performance optimization, and compliance with organizational policies while supporting operational excellence across the facilities portfolio.
Key Responsibilities
Strategic Procurement & Sourcing
Develop and implement procurement strategies for IFM services, minor repair and maintenance projects, and supply vendors that align with organizational objectives and deliver measurable value. Lead competitive bidding processes, RFP/RFQ development, and vendor selection to ensure optimal pricing, quality, and service delivery. Negotiate contracts and service level agreements with vendors to secure favorable terms, pricing structures, and performance guarantees. Conduct market research and benchmarking to identify emerging suppliers, innovative solutions, and industry best practices.
Integrated Facilities Management (IFM) Procurement
Manage procurement activities for comprehensive IFM services including janitorial, security, landscaping, waste management, and other soft services. Collaborate with facilities operations teams to define service requirements, performance metrics, and quality standards. Evaluate and select IFM providers capable of delivering integrated, multi-service solutions across diverse property portfolios. Monitor IFM contract performance and lead quarterly business reviews with service providers to drive continuous improvement.
Minor Repair & Maintenance Projects
Oversee procurement for minor capital projects, tenant improvements, and building maintenance initiatives under established thresholds. Build and maintain a qualified network of contractors, tradespeople, and specialty service providers for rapid deployment. Establish pre-negotiated rates and terms with preferred vendors to expedite project execution and control costs. Coordinate with property management and engineering teams to ensure timely procurement support for urgent repair needs.
Supply Vendor Management
Source and manage relationships with suppliers of facilities consumables, maintenance supplies, equipment, and materials. Implement inventory optimization strategies and establish just-in-time delivery protocols to minimize carrying costs. Negotiate volume purchase agreements and master supply contracts to leverage organizational buying power. Evaluate vendor performance on delivery reliability, product quality, pricing competitiveness, and customer service.
Vendor Relationship & Performance Management
Build and maintain strong relationships with key vendors and service providers as strategic business partners. Establish vendor performance scorecards and conduct regular performance reviews to ensure SLA compliance. Address vendor performance issues promptly and implement corrective action plans when necessary. Foster collaborative vendor relationships that drive innovation, value engineering, and continuous service improvement.
Contract Administration & Compliance
Draft, review, and administer procurement contracts ensuring alignment with legal, financial, and operational requirements. Maintain comprehensive contract documentation, renewal calendars, and vendor databases in procurement systems. Ensure procurement activities comply with corporate policies, industry regulations, and ethical sourcing standards. Manage contract modifications, change orders, and dispute resolution processes.
Financial Management & Cost Control
Develop and manage procurement budgets for IFM services, maintenance projects, and supply categories. Implement cost reduction initiatives through strategic sourcing, value analysis, and supplier consolidation. Track procurement savings, cost avoidance, and key performance indicators to demonstrate value delivery. Prepare financial reports and business cases to support procurement decisions and strategic recommendations.
Stakeholder Collaboration
Partner with facilities operations, property management, engineering, and finance teams to understand procurement needs. Serve as the primary procurement liaison for business units requiring IFM services and maintenance support. Provide procurement expertise and guidance to internal stakeholders on sourcing strategies and vendor capabilities. Lead cross-functional teams in procurement initiatives and supplier selection processes.
Process Improvement & Technology
Continuously evaluate and enhance procurement processes to improve efficiency, transparency, and compliance. Leverage procurement technology platforms, e-sourcing tools, and vendor management systems to streamline operations. Champion digital transformation initiatives including electronic procurement, automated approval workflows, and spend analytics. Develop and maintain procurement policies, procedures, and best practice guidelines.
Required Qualifications
Education & Experience
Bachelor's degree in Supply Chain Management, Business Administration, or related field required; Master's degree preferred. Minimum 5-7 years of progressive procurement experience with demonstrated expertise in services procurement. Proven track record managing IFM procurement, facilities maintenance sourcing, or construction-related procurement. Experience negotiating complex service agreements and managing multi-million dollar vendor relationships.
Technical Skills & Knowledge
Strong understanding of facilities management services, building maintenance operations, and construction project requirements. Proficiency in procurement software systems, contract management platforms, and Microsoft Office Suite. Knowledge of sourcing methodologies, category management principles, and strategic procurement best practices. Familiarity with commercial real estate operations and property management business models.
