Role Summary
The Business Intelligence & Proposal Specialist is responsible for identifying and qualifying new business opportunities while managing the end-to-end bid and proposal process. This role combines market research, opportunity analysis, and proposal development to support revenue growth and ensure timely, accurate, and compliant submissions.
Working closely with Sales, Sourcing, Operations, and Contracts teams, the incumbent will leverage industry intelligence, procurement knowledge, and proposal management expertise to position the company early in the sales cycle and convert opportunities into successful business outcomes.
Key ResponsibilitiesBusiness Intelligence & Opportunity Management
· Conduct market research to identify new business opportunities, industry trends, and potential customers.
· Build and maintain a qualified pipeline aligned with organizational revenue goals.
· Analyze data from multiple sources and provide actionable insights to support business growth.
· Track, qualify, and prioritize opportunities to focus on high-value pursuits.
· Monitor competitor activities and market conditions to support strategic decision-making.
· Utilize industry databases, tools, and networks to identify and validate opportunities.
· Maintain accurate opportunity records and updates within CRM systems.
· Collaborate with Sales, Sourcing, and Operations teams to position the company early in the buying cycle.
Bids & Proposal Management
· Manage assigned RFQs, RFPs, and solicitations from receipt through final submission.
· Review bid documents and ensure compliance with technical and commercial requirements.
· Coordinate with internal stakeholders to gather inputs required for proposal preparation.
· Prepare complete, accurate, and timely proposal and pricing packages.
· Maintain proposal records, templates, and submission documentation.
· Support quality reviews, audits, and continuous process improvement initiatives.
· Ensure disciplined ownership of opportunities from identification through proposal submission and handoff.
Qualifications
· Bachelor’s degree in Business, Engineering, Supply Chain, Finance, Economics, Data Analytics, or a related field.
· 3–7 years of experience in business intelligence, bids & proposals, contracts, commercial operations, or business development.
· Strong understanding of the federal procurement lifecycle, including pre-solicitation activities, RFIs, RFQs, RFPs, and contract awards.
· Experience in proposal preparation, compliance reviews, and documentation management.
· Proficiency in Microsoft Office, CRM systems, and reporting tools.
· Strong analytical skills with the ability to translate data into actionable business insights.
· Excellent written and verbal communication skills.

The position requires strong ownership, attention to detail, and consistent communication with internal sales and sourcing teams. Leveraging a variety of tools, platforms, and industry knowledge, the Business Intelligence Executive plays a critical role in positioning the company early in the sales cycle and ensuring opportunities are qualified, actionable, and aligned with organizational goals.
Success in this role depends on the ability to translate data into insights, proactively identify trends, and collaborate cross-functionally to convert intelligence into revenue-generating activities.
Key Responsibilities:

Qualifications – Business Intelligence Executive (Government Contracting):
- Bachelor’s degree in Business, Finance, Economics, Data Analytics, or a related field required; Master’s degree (MBA, MPA, or similar) preferred
- 3–7 years of experience in business intelligence, market research, or business development
- Strong understanding of the federal procurement lifecycle, including pre-solicitation, RFI/RFP/RFQ processes, and contract award
- Strong analytical skills with experience translating data into actionable business insights
- Proficiency in CRM systems (e.g., Salesforce or similar) and Microsoft Excel/BI tools
- Excellent written and verbal communication skills, with the ability to present findings to internal stakeholders and leadership
- Proven ability to work cross-functionally with sales, capture, and proposal teams
- High level of organization, accountability, and attention to detail in managing multiple opportunities simultaneously
- Ability to operate in a fast-paced, deadline-driven environment with minimal supervision
