Position - Contract Procurement Manager
Role Objective
Establish a disciplined procurement and contracting environment that delivers cost certainty, high-quality vendors, and legally robust agreements — ensuring projects are supported by dependable supply chains and strong commercial frameworks.
Key Responsibilities
Procurement & Commercial Strategy
- Develop procurement plans aligned with project schedules, budgets, and technical requirements.
- Implement governance-driven processes that enhance transparency and audit readiness.
- Track market movements to leverage pricing opportunities and mitigate supply-chain risks.
Tendering & Contract Management
- Prepare comprehensive tender packages including scope of work, technical specifications, commercial terms, and contractual conditions.
- Manage the complete tender lifecycle — vendor sourcing, bid management, techno-commercial evaluations, and award recommendations.
- Draft and administer contracts with clear risk allocation, performance obligations, and dispute safeguards.
Vendor Ecosystem Development
- Build and continuously strengthen a prequalified vendor bank across civil, MEP, finishing, and specialized trades.
- Evaluate vendors based on technical capability, financial stability, execution bandwidth, safety standards, and past performance.
- Establish structured vendor performance review mechanisms.
Technical & Commercial Evaluation
- Review material specifications to ensure alignment with design intent, lifecycle performance, and cost efficiency.
- Assess contractor track records with emphasis on workmanship quality and adherence to timelines.
- Conduct detailed rate analysis using cost benchmarks, productivity metrics, and market intelligence.
Negotiation & Cost Leadership
- Independently lead commercial negotiations to secure favorable pricing and contractual terms.
- Identify value-engineering and cost optimization opportunities during pre-award stages.
- Drive measurable savings without compromising quality standards.
Stakeholder Management
- Serve as the commercial interface between clients, consultants, legal teams, and project leadership.
- Present procurement recommendations supported by structured analysis and decision matrices.
Operational Excellence
- Manage multiple procurement packages concurrently within deadline-driven project environments.
- Anticipate commercial risks and proactively implement mitigation strategies.
Support project teams post-award to ensure contractual compliance.
