Role Overview We are seeking a seasoned and results-driven Chief Operating Officer (COO) to lead and oversee our workforce mobilization and operations across India. The ideal candidate is a strategic leader with deep on-ground experience in inter-state skill migration, managing distributed field teams, and building strong sourcing networks across talent-rich states. This is a senior leadership role requiring the ability to drive operational excellence while managing people and processes at scale.
Key Responsibilities
- Lead, manage and mentor on-ground teams stationed across key states including Bihar, Uttar Pradesh, Punjab and other source locations across India
- Set state-wise targets, monitor team performance and ensure consistent delivery against mobilization goals
- Oversee end-to-end skill migration operations — worker identification, screening, documentation, travel coordination and onboarding
- Build and expand a robust network of field coordinators, local agents and sourcing partners at the grassroots level
- Develop and execute operational strategies to ensure timely and quality fulfillment of workforce requirements
- Establish and manage state-level operations with clear processes, reporting structures and accountability systems
- Liaise with state skill development boards, ITIs and vocational training centers for pipeline development
- Ensure full compliance with labour laws, migrant worker welfare norms and documentation standards
- Provide regular MIS reports, performance dashboards and operational updates to leadership
- Identify process gaps and drive continuous improvement across sourcing and mobilization workflows
- Represent the organization in stakeholder meetings, government interactions and partner discussions
Requirements
- Minimum 10–15 years of overall experience with at least 5–7 years in a senior leadership role overseeing manpower sourcing, workforce mobilization or skill migration operations at scale
- Proven experience in managing distributed field teams across multiple states simultaneously
- Strong hands-on exposure to talent-rich states such as Bihar, Uttar Pradesh and Punjab — understanding of local workforce landscape, culture and sourcing channels
- Demonstrated track record of setting up and scaling state-level or regional operations
- Strong existing network of field agents, sourcing partners and ground-level contacts is a significant advantage
- Experience liaising with government bodies, skill development boards or ITIs preferred
- Fluency in English (written and verbal) is mandatory; Hindi essential; knowledge of regional languages such as Bhojpuri or Punjabi is an added advantage
- Strong leadership, team management and stakeholder engagement skills
- Ability to manage high-volume operations under tight timelines with minimal supervision
- Willingness to travel extensively across source states on a regular basis
Pay: ₹80,000.00 - ₹200,000.00 per month
