Safety Supervisor (EHS) – RDSS Project (Overhead Line Reconductoring)

Job Location
Various districts of West Bengal under the Revamped Distribution Sector Scheme (RDSS).
Job Purpose
To ensure safe execution of overhead line reconductoring activities by implementing statutory safety requirements, conducting inspections, minimizing risks, and promoting a zero-accident culture at site.
Key Responsibilities1. Safety Compliance
- Ensure compliance with the Indian Electricity Rules, CEA regulations, and company EHS procedures.
- Verify work permits and shutdown approvals before commencement of work.
- Enforce use of PPEs such as safety helmets, hand gloves, safety belts, reflective jackets, and electrical insulating equipment.
2. Site Safety Monitoring
- Conduct daily site inspections and identify unsafe acts and conditions.
- Monitor reconductoring activities, pole erection, stringing, sagging, and dismantling of existing conductors.
- Ensure proper barricading and warning signage at work locations.
- Maintain housekeeping and safe access around work areas.
3. Work at Height and Electrical Safety
- Supervise working-at-height activities on poles and structures.
- Ensure proper use of full-body harnesses and fall protection systems.
- Confirm line isolation, shutdown, earthing, and discharge procedures before starting work.
- Monitor use of ladders, lifting tools, and stringing equipment.
4. Hazard Identification and Risk Assessment
- Conduct HIRA (Hazard Identification and Risk Assessment) and JSA (Job Safety Analysis) before commencement of work.
- Recommend preventive and corrective actions for identified hazards.
5. Training and Awareness
- Conduct daily toolbox talks and safety briefings.
- Train workers on electrical hazards, emergency procedures, and PPE usage.
- Promote safety awareness and a zero-incident culture.
6. Incident Reporting
- Report near misses, unsafe conditions, and accidents immediately.
- Participate in accident investigations and prepare incident reports.
- Implement corrective and preventive actions.
7. Documentation
Maintain:
- Daily Safety Report (DSR)
- Toolbox Talk Register
- PPE Issue Register
- Inspection Checklists
- Work Permit Records
- Accident and Near-Miss Register
- Monthly Safety Statistics
8. Emergency Preparedness
- Ensure availability of first aid boxes, fire extinguishers, and emergency contact numbers.
- Conduct mock drills and emergency response training.
- Coordinate with site teams during emergencies.
Specific Hazards in Reconductoring OHL Works
- Electric shock and electrocution.
- Working at height.
- Falling objects.
- Snapping of conductors during stringing.
- Vehicle and traffic hazards.
- Manual handling injuries.
- Contact with adjacent live lines.
- Adverse weather conditions.
Qualification
- 10+2 (Science) / ITI / Diploma.
- Diploma or Certification in Industrial Safety, Fire & Safety, or Occupational Health & Safety. (Mandatory)
- Knowledge of electrical safety standards and permit-to-work systems.
Experience
- 2–5 years of experience in transmission, distribution, or electrical infrastructure projects.
- Experience in overhead line reconductoring, stringing, pole erection, and shutdown activities is preferred.
