Role Purpose
The Planning & Billing Engineer is responsible for project planning, progress monitoring, quantity verification, contractor billing, cost tracking, and MIS reporting. The role ensures accurate measurement of work executed, timely certification of contractor bills, adherence to project schedules, and effective coordination between project, procurement, and commercial teams.
Key Responsibilities
1. Project Planning & Scheduling
- Prepare and update project schedules using Excel / MS Project.
- Develop master schedules, micro-level activity plans, and weekly/monthly look-ahead schedules.
- Monitor project progress against baseline schedules and identify delays.
- Prepare recovery plans and recommend corrective actions to meet project milestones.
2. Progress Monitoring & MIS
- Track daily, weekly, and monthly physical progress at site.
- Prepare Daily Progress Reports (DPR), Weekly Progress Reports (WPR), and Monthly MIS.
- Develop dashboards highlighting project progress, critical activities, and milestone achievements.
- Present project progress reports during review meetings with management.
3. Quantity Surveying & Billing
- Measure quantities executed at site as per approved drawings and BOQs.
- Verify contractor measurements and prepare Running Account (RA) Bills and Final Bills.
- Ensure bills are processed accurately and submitted within agreed timelines.
- Coordinate with contractors and site engineers to resolve billing discrepancies.
4. Cost Monitoring & Budget Control
- Monitor project costs against approved budgets.
- Prepare quantity reconciliation statements for major construction materials such as cement, steel, concrete, and finishing materials.
- Assist in cost forecasting and cash flow planning.
- Support value engineering initiatives and cost optimization measures.
5. Contractor & Client Coordination
- Coordinate with contractors regarding work measurements, billing submissions, and payment certifications.
- Assist in preparation of work orders and variation statements.
- Maintain records of extra items, deviations, and change orders.
6. Documentation & Reporting
- Maintain BOQs, measurement books (MB), billing records, and project documentation.
- Maintain project correspondence related to planning and billing activities.
- Support internal and external audits by providing necessary documentation.
7. Cross-Functional Coordination
- Coordinate with Procurement for material planning based on construction schedules.
- Work closely with QA/QC and Site Execution teams to ensure measured work complies with approved quality standards.
- Liaise with Finance & Accounts for timely processing of contractor payments.
Key Skills & Competencies
- Strong knowledge of project planning and construction sequencing.
- Good understanding of BOQ preparation, quantity estimation, and billing procedures.
- Experience in contractor billing and quantity reconciliation.
- Proficiency in Primavera P6 and/or MS Project.
- Strong working knowledge of AutoCAD, MS Excel, and MS Office.
- Good analytical, documentation, and reporting skills.
- Effective coordination and communication abilities.
Preferred Profile
- Experience in high-rise residential apartment projects is mandatory.
- Knowledge of standard methods of measurement and construction contracts.
- Familiarity with ERP/SAP systems will be an added advantage.
- Ability to handle planning and billing functions independently at the project site.
