Job Title: WFSM Technician Sub-AMP
Purpose and Scope:
WFSM Technician Sub-AMP acts as a subject matter expert to advising AMP Managers and other operations and engineering staff as required by contract. Responsible for an asset lifecycle management portfolio containing all Air Force- owned industrial and domestic wastewater systems up to the five-foot line of serviced facilities, including lift stations, collection lines, manholes, wastewater treatment plants, oil-water separators, other wastewater pre-treatment units, storm water pipes, swales, detention and retention areas, and outfalls. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.
Essential Responsibilities:
Subject matter expertise lends itself to advising the AMP Managers, the Operations Flight, and Engineering Flight with recommendations on how best to invest in the systems under their purview.
Provides technical guidance on Potable and Non-Potable Water, Wastewater and Storm Water and Interior Utility Systems functions.
Works closely with the Land Sub-AMP, if applicable, to provide watershed-level storm water planning.
Has primacy for all related manmade structures and the Land Sub-AMP consults regarding the effects those structures have on the watershed.
Responsible for an asset lifecycle management portfolio containing all Air Force-owned potable water, non-potable water, and fire emergency services (FES) systems up to the five-foot from the structures. This includes wells, distribution lines, potable water treatment plants, wastewater treatment plants, pumps, valves, hydrants, and storage.
Advise and assist with the development of the FYDP+3 infrastructure plans.
Assists with the pre-design work for new construction, renovations and improvement projects for real property facilities.
Interprets and adapts traditional methods and approaches in developing design calculations, layouts, drawings, and specifications that support project objectives and standards.
Responsible for selected construction inspections, quality control and submittal reviews beyond the expertise of construction managers.
Assists with the development of cost estimates and time schedules.
Prepares necessary correspondence, technical reports, contract documents, fact sheets and status report and prepares final construction drawings suitable for obtaining qualified bids from Contractors.
Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Acts as Alternate BUILDER Point of Contact (POC).
Manage and administer functions of the BUILDER database to ensure optimum access and usage of the database, and to ensure the accuracy, integrity, and currency of the data.
Input and provide quality assurance of all necessary database entries in conjunction with other squadron flights.
Inventory and enter RPIE into the BUILDER database.
Maintain the BUILDER facility inventory 100% in synchronization with the Air Force Accountable Property System of Record (APSR), NexGen IT.
Ensure the BUILDER contains only one facility record per Real Property Unique Identifier (RPUID).
Ensure all facilities with RPA Type equal to B, S, or LS have all required systems inventoried in BUILDER.
Identify, track, and inventory all facilities with no RPUID assigned until such time as the AFCEC assigns a unique RPUID.
Maintain, in a current status, the list of facilities awaiting RPUID assignment while waiting for the AFCEC to provide unique RPUIDs for those facilities.
Maintain the existing detailed inventory of all facilities in the BUILDER and shall update the detailed inventory as needed due to completion of work or identification of inventory errors.
Update component-section assessments (including barcodes if applicable).
Provide condition assessment capability for all facility systems.
Minimum Position Knowledge, Skills and Abilities Required:
Technicians shall have an equivalent of an Air Force minimum 5 level or equal and 5 years’ experience related to building plumbing systems, fire suppression systems, water treatment systems, fuel storage and distribution systems, and associated control systems.
Required to complete AFIT WENG 200 – Scoping & Estimating, AFIT WMGT 231 – SMS Bilder Level 2 (Assessor Rights), & AFIT WMGT 417 – Activity Management. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date.
Prior R&O experience and NexGen experience preferred.
High school diploma or equivalent training & experience.
Experience in the use of documents relating to the development of projects, contracting, and construction is necessary.
Proficient in AutoCAD 2025 or later and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution.
Computer literate; can use Microsoft Office and Project, etc.
Ability to communicate, read, and write English is required.
Strong ability to work as a member of a diverse, dynamic team.
Outstanding problem-solving skills and sound judgment.
Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.
Must be a USN to fill this position.
Possess a valid driver’s license or international driver’s license and US passport.
Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands:
Able to lift, carry, and push supplies and boxes up to 50 pounds.
Living and working conditions at the assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
