VSK is being strengthened and expanded under Phase 2 to widen its coverage across the state's education data ecosystem. This includes strengthening data validation and quality-assurance processes, expanding dashboards and reporting to cover more academic and administrative areas, improving coordination between schools, blocks, districts, and the state, and enhancing helpdesk and training support so that data entry and usage improve across all levels.
As part of this, Phase 2 places particular emphasis on the MIS component — building a single, reliable source of truth for school, teacher, and student data. This involves maintaining accurate registries at each level, supporting multi-tier verification as data moves from school to block to district to state, keeping records reconciled with UDISE+ and other departmental systems, and helping ensure records stay free of duplication and errors. The MIS Coordinator will play a part in supporting these processes on the ground.
Key Responsibilities

Lead execution of VSK Uttarakhand's education monitoring and support initiatives, including attendance monitoring, student assessments, teacher professional development, field surveys, and reporting, in alignment with Samagra Shiksha and Ministry of Education guidelines.

Analyse operational data generated through VSK, prepare dashboards, MIS reports, and analytical summaries, identify trends and gaps for monitoring purposes, and support departments with data-driven insights.

Serve as the coordination point with technology and implementation partners, including review of handover documentation and resolution of gaps across dashboards, backend configuration, and support/helpdesk infrastructure.

Manage district-level PIU teams across Uttarakhand's districts, formalising operational frameworks and tracking Key Result Areas (KRAs)/Key Performance Indicators (KPIs) across Student Attendance, Teacher Attendance, Assessment Monitoring, Portal Data Updation, Survey Monitoring, and SPO Support.

Draft and coordinate formal government correspondence, such as directives relating to attendance monitoring and data quality, following standard government correspondence conventions, for review and dispatch by the SPO/State Project Director (SPD).

Oversee the dashboard platform and coordinate with technical teams to ensure accurate, real-time reporting to state officials, the Secretary of Education, and the Education Minister.

Support the formalisation of emerging features currently being performed on manual or verbal departmental instruction, such as early identification of students with low or irregular attendance, into documented operational processes.

Engage with senior departmental officials, SCERT, and other state stakeholders to align program delivery with policy priorities, review meetings, and budget planning.

Support exploration of future program modules and resource-generation opportunities for VSK Uttarakhand, grounded in proper documentation and analysis.

Coordinate with internal teams to structure and operationalise products.
Essential Qualifications & Skills

MCA / B.E. / B.Tech. or higher in Computer Science, Information Technology, or Electronics & Communication.

Minimum of 5 -8 years of relevant experience in education program/technology management, public policy implementation, or government-led technology initiatives.

Proficiency in data management tools (SQL, MySQL, PostgreSQL, Oracle, Microsoft SQL Server, MongoDB) and dashboard/reporting tools.

Strong understanding of India's school education ecosystem, including Samagra Shiksha components and centrally sponsored schemes.

Demonstrated ability to engage with senior government officials and align technical interventions with policy priorities.

Experience managing cross-functional teams (technology, field operations, content) and multi-district program delivery.

Fluency in Hindi and English, with strong written and verbal communication skills, including government correspondence drafting.
