HR & Statutory Compliance Executive – Construction Industry (PF, ESI, BOCW, CLRA)

We are seeking a proactive, detail-oriented, and enthusiastic HR & Compliance Executive to support our HR operations while ensuring adherence to labour laws and statutory compliance requirements.
This role is ideal for candidates with hands-on experience in PF, ESI, labour law compliance, contractor management, workforce coordination, and statutory documentation. The candidate will work closely with project teams, contractors, and government authorities to ensure complete compliance across all project sites.
Note: Practical experience in statutory and labour law compliance is mandatory. Applications without relevant compliance exposure will not be considered.
Key Responsibilities
Statutory & Labour Compliance
Ensure compliance with applicable labour laws, including:
- Contract Labour (Regulation & Abolition) Act
- Minimum Wages Act
- Payment of Wages Act
- Building & Other Construction Workers (BOCW) Act
- Maternity Benefit Act
- Shops & Establishments Act
- Manage PF (EPF) and ESI registrations, returns, filings, and challan generation.
- Maintain and renew statutory registrations, licences, and permits.
- Handle BOCW cess calculations and statutory submissions.
- Coordinate with the Labour Department, EPFO, and ESIC authorities for inspections, notices, and compliance matters.
- Maintain audit-ready statutory records and support internal and external compliance audits.
- Monitor changes in labour laws and implement necessary compliance updates.
Compliance Documents You Should Know How to Prepare
Candidates must be able to independently prepare, maintain, and file the following statutory registers, forms, and returns:
- Workmen Register (Form 9)
- Employment Card (Form 10)
- Muster Roll (Form 12)
- Wages Register (Form 13)
- Wages-cum-Muster Roll (Form 14)
- Wages Slip (Form 15)
- Register of Damage/Loss (Form 16)
- Register of Fines (Form 17)
- Register of Advance (Form 18)
- Register of Overtime (Form 19)
- Accident Register
- Equal Remuneration Act Register (Form B)
- PF and ESIC challan creation
- Form 2, Form 8, and Form 11 (EPF)
- LWF (Labour Welfare Fund) remittance and return
- Periodic returns, including half-yearly return under CLRA and annual return under Labour Law
- BOCW monthly return and worker-wise registration status under the beneficiary board
- ISMW (Inter-State Migrant Workmen) declaration from contractor
- Child declaration
- Inspection book (under EPF) and Accident book (under ESIC)
- Full & Final settlement documentation for exiting workers
- Records of new joiners, exits, and transfers (in/out)
Hands-on, working knowledge of these documents is essential — this is not a desk-only compliance role; you will be preparing and maintaining these records directly.
HR Operations & Workforce Management
- Support manpower planning and workforce deployment across project sites.
- Maintain employee and contract worker records accurately.
- Coordinate onboarding formalities, documentation, ID card issuance, and labour card registrations.
- Assist the recruitment and site teams with employee joining formalities.
Attendance, Payroll & MIS
- Monitor attendance, muster rolls, and overtime records.
- Validate attendance and workforce data for payroll processing.
- Support timely wage and salary disbursement in compliance with statutory requirements.
- Prepare HR MIS reports, manpower reports, and compliance dashboards.
Contractor & Vendor Compliance
- Collect and verify statutory documents from labour contractors and subcontractors before site mobilization.
- Review PF, ESI, wage registers, appointment letters, and statutory records regularly.
- Maintain contractor compliance trackers and ensure timely follow-up on pending documentation.
Employee Relations
- Resolve employee and worker queries related to attendance, wages, benefits, and HR policies.
- Support employee engagement and welfare initiatives across project sites.
- Promote a safe, compliant, and productive work environment.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, Labour Law, or a related discipline.
- 1–3 years of HR experience with at least 1 year of hands-on statutory compliance experience.
- Strong understanding of PF, ESI, labour laws, and contractor compliance.
- Experience in Construction, Infrastructure, Contracting, Manufacturing, or Facility Management industries is preferred.
- Ability to handle labour inspections, statutory audits, and government compliance documentation.
- Proficiency in MS Excel, MS Word, and HRMS/Payroll systems.
- Good verbal and written communication skills in Hindi and English.
- Strong organizational, analytical, and documentation skills.
