About the Centre
NCAER is in the process of setting up a Centre for Economics of Transportation, Mobility and Logistics (CETML). The Centre will conduct high-quality, policy-relevant applied economic research in the infrastructure sector with focus on key transportation and mobility themes, using administrative data, field studies, and global benchmarks to facilitate informed decision making at the regional and national levels.
For this Centre, NCAER is looking for researchers who are excited by in-depth data analysis and drive for evidence-based policymaking. The selected candidates are expected to be self-driven performers with a passion for delving into complex policy issues with cutting-edge technical background; multi-tasking capabilities; a flair for detail; and, the ability to adhere to stringent timelines in a dynamic research and policy environment. Position Overview
The Senior Fellow/Fellow will support the Director General and Centre Head. He/she will provide technical leadership in traffic engineering, road safety and mobility analytics. The selected candidate is expected to support the Centre’s research and advisory activities.
Last Date: July 20, 2026. The position will remain open until filled.
Duration of Appointment: Initially for three years, with a provision for renewal.
Compensation: A salary that is commensurate with market and experience of the selected candidate.
Key Responsibilities:
- Lead research and policy studies related to traffic engineering, mobility systems, road safety, and highway infrastructure.
- Study international best practices and adapt evidence-based approaches relevant to the Indian context.
- Develop and apply traffic modelling, travel demand forecasting, network analysis, and transportation performance evaluation methodologies.
- Undertake road safety studies, crash analysis, blackspot identification, and safety performance evaluation.
- Assess operational, social, and economic impacts of transportation interventions, safety measures, and infrastructure investments.
- Supervise Fellows, Research Associates, consultants, and multidisciplinary project teams.
- Prepare technical reports, policy papers, research publications, presentations and knowledge products.
- Ensure timely preparation and delivery of analytical studies, study reports and dissemination outputs for presentation to NHAI and other relevant stakeholders identified by DG, NCAER / Senior Adviser, NCAER.
Qualifications, Experience and Skills
- Ph.D. in Transportation Engineering / Traffic Engineering / Transportation Planning / Civil Engineering, as well as B.E. / B.Tech. in Civil Engineering, with a minimum of 5-10 years of relevant professional experience.
OR
- M.Tech./M.E. in Transportation Engineering / Traffic Engineering / Transportation Planning as well as B.E. / B.Tech. in Civil Engineering, with a minimum of 8-10 years of relevant professional experience.
Desirable Professional Experience and Skills
- Experience in traffic engineering, road safety, mobility analysis, traffic operations / infrastructure planning through the reports submitted to various National / International Government stakeholders.
- Should have demonstrated the professional traits through the publication of the submission of the research reports undertaken as well as publication in the Scientific Citation Indexed (SCIs) Journal as well as Scopus indexed Journals.
- Should showcase the experience of having executed projects on traffic operations, logistics, road safety, or mobility management, or transportation policy projects.
- Should possess experience in traffic studies, traffic modelling, travel demand analysis, safety assessments, road safety audits, crash analysis, and transportation performance evaluation.
- Proven experience in preparation of technical reports, research publications and stakeholder consultations.
- Should possess expertise in consultative process and stakeholder engagement activities.
- Experience in adapting international best practices and evidence-based approaches to Indian transportation and road safety challenges will be desirable.
- Should exhibit excellent communication skills, stakeholder engagement and interpersonal skills with the ability to translate complex technical and economic concepts into actionable insights and work effectively both independently and within multidisciplinary teams of CETML.
