Purpose of the Role - To oversee execution of site civil reliability & maintenance strategy with the objective of improving integrity, reliability, availability and performance of civil assets through effective asset management as per the defined quality, schedule and safety standards/ norms & aligned to overall RIL's objectives & goals

Responsibilities -
- Functional Planning and Strategy -
- Provide inputs in creating site civil maintenance & reliability strategy and create a roadmap for civil discipline, ensuring adherence to overall objectives & goals
- Oversee end-to-end execution of site civil maintenance & reliability roadmap & business plan
- Provide input on maintenance cost and budgeting related to civil works and civil assets management
- Oversee deployment of own budget and ensure utilization and minimum variance in target v/s actual
- Support implementation of new initiatives / projects and set operational plans for own discipline that meet the future demands
- Policies, Processes and Procedures -
- Create policies, processes and procedures covering all areas of civil engineering and maintenance related activities at sites
- Ensure adherence to relevant procedural / legislative requirements while delivering high quality and cost effective results
- Oversee performance monitoring and benchmarking for continuous improvement in reliability systems
- Establish standards for civil works and ensure harmonization of standards for equipment from different vendors and product groups
- Promote effective energy conservation programs, set up feasibility studies in coordination with CoEs in adherence to safety, quality and regulatory norms
- Adopt reliability centered maintenance (RCM) practices to ensure optimal maintenance of all civil assets along with reduction in maintenance costs
- Stay up to date with industry trends, emerging technologies, and best practices in civil reliability engineering & maintenance domain, evaluate their applicability to the organization's infrastructure and systems
- Civil Asset(s) Reliability & Maintenance -
- Oversee execution of civil orders as per plan; provide necessary inputs & monitor civil works carried out by contractors in adherence to quality & safety norms
- Ensure efficiency & availability of civil assets such as foundations, concrete structures, roads, water drainage, refractories etc. at site in adherence to planned schedule, safety, environment, quality and cost requirements
- Oversee implementation of proactive, predictive, preventive and corrective maintenance programce. Oversee execution of actions within the defined framework of E&M organization across the civil asset lifecycle
- Apply Root Cause Failure Analysis (RCFA) and Failure Modes and Effects Analysis (FMEA) techniques to help plants areas address major civil reliability issues
- Perform appropriate investigation in critical/ major failures and provide expert technical support & troubleshooting in completing civil repairs in support of continuity of operations & maintenance work
- Lead civil reliability & integrity studies at site and collaborate with CoE to suggest recommendations in improvement of civil assets
- Track performance, review reports & presentations on civil asset reliability & performance. Communicate findings and recommendations to senior management
- Monitor and support civil construction projects and ensure appropriate resource allocation
- Civil Safety Management -
- Oversee and drive compliance to all applicable HSE procedure/processes, safety awareness, safe work practices in all civil works performed
- Review compliance to safety regulations in civil maintenance, promote safety initiatives and support implementation of safety projects across all sites as per plan
- Conduct safety audits and provide actionable solutions that contribute to improvements
- Participate in plant HAZOP analysis and publish learning from incidents (LFI), safety alerts across all RIL sites
- Oversee compliance of all site civil works and assets to statutory requirements and norms within the established framework of quality and safety guidelines
- Conduct periodic site audits as per plan and monitor compliance of maintenance systems, to set standards and implementation of accepted recommendations
- Oversee implementation of site civil asset inspection plan and completion/updation of required documentation and records as per the established guidelines & procedures
- Drive culture of continuous development and high performance within own team
- Oversee recruitment activities and ensure retention/engagement within own discipline
- Set performance objectives of own function, evaluate/appraise team members and provide regular feedback and guidance
- Guide, mentor and develop direct reports to take larger and complex responsibilities
- Evaluate training and development requirements for own discipline and make recommendation for learning interventions
Necessary: - Bachelor or Diploma in Civil Engineering, Post Graduate Degree in Construction (preferred)
- Necessary: - 12+ years of experience in Civil Engineering & Maintenance discipline in Oil & Gas or Petrochemical Industry
