About the Role
We are looking for an experienced Proposal Manager with a strong background in US Federal Business Development and Proposal Operations to lead our Proposal & Capture team.
This is a leadership role—not a proposal writing position. The ideal candidate will have hands-on experience supporting the complete US Federal sales lifecycle, including opportunity identification, pipeline development, capture planning, proposal coordination, compliance management, and cross-functional team leadership.
The successful candidate will build a high-performing proposal organization by establishing clear processes, mentoring team members, enforcing accountability, and driving proposal quality and submission excellence while working closely with Business Development, Capture Managers, Solution Architects, Delivery Teams, and Executive Leadership.
Key ResponsibilitiesTeam Leadership
- Lead, mentor, coach, and develop the Proposal and Business Development team.
- Set individual and team KPIs and ensure consistent achievement of targets.
- Build a culture of ownership, accountability, discipline, and continuous improvement.
- Conduct regular performance reviews, coaching sessions, and skill development initiatives.
- Motivate the team to consistently improve proposal quality, turnaround time, and win rates.
Proposal Management
- Oversee the complete proposal lifecycle from opportunity qualification through final submission.
- Guide the team in reviewing RFPs, RFIs, RFQs, Sources Sought, and market research notices.
- Ensure proposal compliance with solicitation requirements and customer instructions.
- Manage proposal schedules, review cycles, compliance matrices, and submission milestones.
- Coordinate proposal activities across Business Development, Technical Teams, HR, Finance, Contracts, and Leadership.
US Federal Business Development
- Support pipeline generation for US Federal opportunities.
- Collaborate with Business Development and Capture teams to qualify opportunities.
- Assist in capture planning and pre-proposal strategy.
- Support relationship-building activities with federal contractors, teaming partners, and subcontractors.
- Drive disciplined opportunity tracking and pipeline management.
Process & Operational Excellence
- Establish and continuously improve proposal processes, SOPs, templates, and best practices.
- Implement proposal governance, quality assurance, document control, and version management.
- Monitor proposal metrics including turnaround time, proposal quality, submission accuracy, and win/loss trends.
- Identify operational bottlenecks and implement process improvements.
- Build scalable workflows that improve productivity and proposal success rates.
Cross-Functional Collaboration
- Work closely with Sales, Capture, Recruiting, Technical SMEs, Delivery, Finance, and Executive Leadership.
- Ensure timely collection of technical inputs, resumes, pricing information, past performance references, and supporting documentation.
- Facilitate proposal kickoff meetings and progress reviews.
- Ensure deadlines are met without compromising proposal quality.
Required Qualifications
- Bachelor's degree (Master's preferred).
- 8+ years of experience supporting US Federal Government contracting.
- Strong understanding of the Federal proposal lifecycle.
- Experience managing proposal teams or Business Development teams.
- Demonstrated leadership and people management experience.
- Experience with opportunity qualification, capture support, and proposal coordination.
- Excellent stakeholder management and communication skills.
- Strong organizational and project management capabilities.
- Ability to manage multiple concurrent proposals under aggressive deadlines.
Preferred Experience
- Experience supporting US Government Contractors.
- Knowledge of Federal acquisition processes and procurement lifecycle.
- Experience working with large and mid-sized federal contractors.
- Familiarity with GovWin, SAM.gov, FPDS, GSA eBuy, or similar federal opportunity platforms.
- APMP Certification (preferred but not mandatory).
- Experience improving proposal processes, governance, and operational efficiency.

Pay: ₹1,000,000.00 - ₹2,000,000.00 per year
