Mantra4Change is a non-profit organisation working with governments to transform public education systems in India — so that millions of children can learn better, grow stronger, and thrive. We partner closely with state education departments to design and implement reforms at scale, strengthening leadership, governance, and classroom practice across public schools. Our work is grounded in the belief that lasting change happens when governments lead their own transformation.
Through long-term collaboration with institutions such as SCERTs and DIETs, Mantra4Change focuses on developing school leaders and system leaders, building collaborative school cultures, and engaging communities as partners in learning. About Punjab Program
Mantra4Change has been working closely with the Department of School Education, Punjab to strengthen public education through large-scale system transformation initiatives.
Our work spans multiple flagship programs including:

The School of Eminence (SoE) initiative to improve School education through academic excellence, leadership development, student engagement, exposure opportunities, and systemic reforms.

The design and implementation of a Project-Based Learning (PBL) program for Grades 6-8 to promote experiential, competency-based learning in government schools.

Design of innovative academic interventions with SCERT and Education Directorate Punjab and other government stakeholders to improve teaching-learning processes.

Strengthen monitoring, review and governance systems that enable data-driven decision making across districts and schools.
The Program Lead will work across one or more of these initiatives based on organisational priorities.
About the role
The Program Lead will play a key role in designing, implementing and scaling education transformation initiatives in Punjab. The role requires working closely with senior government officials, district and school leaders, academic experts, development partners and internal teams to drive implementation excellence, strengthen systems and deliver measurable improvements in education outcomes.
This is an ownership-driven role suited for someone who enjoys solving complex problems, building partnerships and leading large-scale implementation.
Roles and Responsibilities
1. Program Design & Implementation

Lead the design and implementation of education transformation initiatives in partnership with the Department of School Education, Punjab.

Co-create innovative interventions with government officials aligned to state priorities.
-
Develop implementation plans, operational frameworks and review mechanisms.
-
Drive end-to-end execution of multiple workstreams simultaneously.
-
Conduct regular field visits to districts and schools to support implementation and solve on-ground challenges.
2. Project Management
-
Own project planning, execution, monitoring and reporting.

Ensure timely delivery of program milestones.
-
Coordinate with multiple implementation partners and internal teams.

Manage risks, dependencies and implementation bottlenecks
3. Stakeholder Engagement & Government Partnership
-
Build strong working relationships with senior officials across the Department of School Education, SCERT Punjab, District Education Officers, Principals and school leaders.

Represent Mantra4Change in state-level meetings, consultations and program reviews.

Support government stakeholders in planning, implementation and continuous improvement.
4. Monitoring, Evaluation & Learning

Design monitoring systems and program dashboards.
-
Conduct regular implementation reviews using data and field insights.
-
Analyse program outcomes and recommend improvements.
-
Document best practices, learnings and success stories for scale.
5. Documentation & Communication

Prepare concept notes, proposals, presentations and policy briefs.

Develop review reports and implementation updates.
-
Maintain program documentation and knowledge repositories.
Skills & Qualifications Required:
-
Master's degree in education, Public Policy, Management, Development Studies, or a related discipline is preferred.
-
3-5 years of relevant experience in education, public systems, consulting, government partnerships, or program management.
-
Prior experience working with government departments, SCERTs, Samagra Shiksha, or similar institutions will be an advantage.

Strong program and project management skills, with the ability to manage multiple high-priority workstreams simultaneously.

Experience in programme monitoring, evaluation, and data-driven decision-making.

Excellent written and verbal communication skills, with the ability to prepare presentations, proposals, concept notes, reports, and other strategic documents.

Proficiency in Google Workspace, Microsoft Office, Canva, and AI-powered productivity tools.

Proficiency in Punjabi is preferred.

Willingness to travel extensively across Punjab.
