Billing Engineer – Civil Construction

Job Summary
We are looking for an experienced and detail-oriented Billing Engineer to join our on-site construction team. The successful candidate will be responsible for managing the complete billing cycle, including preparing and processing RA bills, verifying site measurements, tracking project costs, reconciling materials and coordinating with contractors, clients and internal teams.
This role requires strong technical knowledge of civil construction, quantity surveying, billing documentation and cost control. The Billing Engineer will play a key role in ensuring that all bills are accurate, compliant, properly supported and submitted within agreed timelines.
Key ResponsibilitiesBilling and RA Bill Management
- Prepare and process contractor, subcontractor and client RA bills in accordance with contract terms and work orders.
- Manage the complete billing cycle, including measurement recording, bill preparation, submission, certification tracking and payment follow-up.
- Verify quantities of work completed through site inspections and joint measurements.
- Reconcile billed quantities against drawings, work orders, BOQs and site records.
- Identify and resolve discrepancies to prevent overbilling or underbilling.
Quantity Surveying and Documentation
- Carry out quantity surveying for civil and structural works, including earthwork, concrete, masonry, finishing and applicable MEP works.
- Prepare and maintain measurement books, abstract sheets, quantity calculations and supporting billing documents.
- Review AutoCAD drawings and extract quantities for billing, estimation and reconciliation.
- Compare approved drawings with actual site execution and document deviations, variations and additional items.
- Maintain accurate records for completed, pending and variation works.
Cost Estimation and Control
- Prepare cost estimates, BOQs and rate analyses for different stages of the project.
- Monitor material, labour, plant and overhead costs against approved budgets.
- Support financial forecasting, cost reporting and variance analysis.
- Identify potential cost overruns and provide timely recommendations for corrective action.
- Contribute to value-engineering initiatives and cost-saving opportunities without compromising project quality.
Material Procurement and Reconciliation
- Coordinate with procurement teams regarding material indents, deliveries, vendor documentation and invoice verification.
- Reconcile materials received, issued, consumed and billed to minimise wastage and leakage.
- Maintain stock registers and reconciliation statements for major materials, including cement, steel and aggregates.
- Verify vendor invoices and certify eligible material bills for payment processing.
- Highlight material variances and coordinate with site teams to resolve discrepancies.
Reporting, Records and Compliance
- Maintain organised records of bills, measurement sheets, work orders, drawings, invoices and correspondence.
- Prepare billing MIS reports, cost summaries, reconciliation statements and financial updates for senior management.
- Ensure billing activities comply with company policies, contractual conditions and applicable statutory requirements.
- Conduct periodic reviews of billing records and implement corrective actions where discrepancies are identified.
- Maintain complete documentation to support internal, client and statutory audits.
Stakeholder Coordination
- Work closely with site engineers, project managers, planning teams and accounts teams to obtain accurate billing information.
- Liaise with clients and consultants for joint measurements, bill certification and resolution of billing queries.
- Coordinate with contractors and subcontractors to ensure bills are supported by complete and accurate documentation.
- Support the accounts team with invoice processing, payment certification and payment-release documentation.
- Communicate billing status, outstanding approvals and commercial risks to relevant stakeholders.
Qualifications and Experience
- B.Tech or Diploma in Civil Engineering from a recognised institution.
- 7–8 years of relevant experience for B.Tech candidates.
- Minimum 8 years of relevant experience for Diploma holders.
- Demonstrated experience in billing and quantity surveying for civil construction projects.
- Strong understanding of measurement practices and IS/PWD standards.
- Experience working on commercial, residential or infrastructure construction projects.

Experience using construction billing software or ERP systems such as Tally, ERP 9, CostX or similar platforms will be an advantage.

Pay: ₹45,000.00 - ₹60,000.00 per month
