Why this role exists
Raja Bahadur International Ltd is developing its next Grade A office building of approximately 10 lakh sq ft at Raja Bahadur City Centre in central Pune. The MEP scope — HVAC, HT and LT electrical, plumbing and water reuse, and fire protection — carries a capital value in the region of ₹75 crore and determines the building’s operating cost, its energy and water performance, and its green certification outcome for the next twenty years.
System selection and the design basis will be set by the leadership. What this role owns is everything that follows: making certain the building that gets built is the building that was specified.
Outcomes
Performance in this role is measured against the following:-
1. Specification integrity
The installed building matches the specified building. Deviations, make substitutions and alternate offers are identified, priced and either rejected or accepted on a documented commercial basis — never absorbed by default.
2. Employer’s Requirements and tender documentation
Where packages are let on a design-build basis, author or direct the Employer’s Requirements: system architecture, redundancy philosophy, approved makes, and the performance parameters that will be tested. Where let traditionally, ensure specifications and BOQs are complete and unambiguous before issue.
3. Technical bid evaluation
Lead technical evaluation across bidders proposing differing designs. Produce comparable, documented recommendations with life-cycle cost reasoning, sufficient to stand up to scrutiny on a procurement of this value.
4. Shop drawings and services coordination
Review and turn around MEP shop drawings within defined timelines. Resolve services routing, ceiling void and structural penetration coordination before installation, not after.
5. Site quality against specification
Define and enforce the MEP inspection regime — hold points, witness points, testing protocols. Direct the PMC’s site supervision against that regime. Reject non-conforming work.
6. Variation and claim defence
Contractor-initiated variations assessed on merit and defended where unwarranted. MEP variation spend held within a defined percentage of the awarded value.
7. Statutory approvals on the critical path
MSEDCL HT load sanction through to substation energisation, Electrical Inspector and CEA approval, Fire NOC under the Maharashtra Fire Prevention Act, lift licences, MPCB consent for the STP. Sequenced, tracked, and not the cause of a delay to occupancy.
8. Commissioning, performance testing and handover
Integrated system testing completed and witnessed before handover. Contractual performance parameters — plant efficiency at design and part load, energy performance index against the model, water reuse yield, IBMS integration — demonstrated and, where not met, enforced through liquidated damages or retention. Complete handover set delivered: as-builts, O&M manuals, IBMS point schedules, test certificates, warranty registrations.
9. Green certification
MEP-dependent IGBC/LEED credits achieved — energy modelling, enhanced commissioning, water credits covering the reuse and atomiser systems — with the substantiating documentation in place.
10. Transition to operations
At handover, convert to ownership of the operating asset, or hand over to the operations team with a complete and usable asset record and no open commissioning items.
Systems in scope
- Electrical: 11/22kV HT supply, substation, transformers, HT and LT panels, DG sets and synchronisation, UPS, LT distribution design, energy metering and tenant sub-metering
- HVAC: chiller plant, chilled water pumping and piping, cooling towers, water treatment, AHU and VAV systems, ventilation and smoke management interface
- Plumbing and water: domestic water, hydro-pneumatics, STP, WTP, dual plumbing and treated water reuse, storm water, atomiser and misting systems
- Fire and life safety: hydrant, sprinkler, addressable detection, staircase pressurisation, smoke management
- IBMS: architecture, point schedule, and integration across all of the above
Must have
- BE/B.Tech in Mechanical or Electrical Engineering, with demonstrable working depth in the other
- 15–22 years in building services, including at least one Grade A commercial building of 5 lakh sq ft or more taken from tender through to occupancy
- Owner-side or PMC-side experience, not solely design consultancy or contracting. You must have procured, supervised and commissioned — not only specified
- HT: has taken a state utility connection from application through to substation energisation, and can describe the sequence and where it slipped
- HVAC: has made or led a chiller plant selection, and can explain the trade-offs including part-load performance during building lease-up
- Plumbing: STP/WTP procurement and commissioning, treated water reuse systems, MPCB consent process
- Fire: full system delivery and the Maharashtra Fire NOC process specifically
- Technical bid evaluation on packages of comparable value, including deviation and substitution assessment
- Commissioning and integrated system testing led personally through to handover
- IGBC or LEED certified project experience
Strongly preferred
- Experience of design-build or turnkey MEP delivery, including authorship of Employer’s Requirements and enforcement of contractual performance guarantees
- IGBC AP or LEED AP; ISHRAE membership
- Energy modelling literacy — able to interrogate a model rather than receive its output
- Experience directing a PMC or third-party inspection agency rather than being directed by one
Not a fit if
- Career is entirely design consultancy — has specified but never procured, built or commissioned
- Career is entirely contracting in a single trade, with no system-level selection or evaluation responsibility
- Has never taken an HT connection through a state utility to energisation
- Cannot describe a major equipment selection personally made and the trade-offs behind it
- Has never rejected a contractor’s work or defended against a variation claim
What we offer

Pay: ₹2,400,000.00 - ₹3,600,000.00 per year
