About the City–Farmer Partnership for Solid Waste Management (SWM) Project
IIHS (Indian Institute for Human Settlements) is a national education institution committed to the equitable, sustainable, and efficient transformation of Indian settlements. IIHS is working with the Chikkaballapura and Doddaballapura City Municipal Councils to manage the solid waste generated in the city. The core of the proposed intervention involves building partnerships with farmers, self-help groups and resident welfare associations.
The key components of the project are:
- Establishing a city-farmer partnership for managing the entire city’s wet waste including identification of farmers, training on composting and coordination;
- An IEC campaign aimed at promoting waste segregation at source including conducting ward level meetings, road shows, campaigns in schools etc.;
- Engagement of SHGs in the management of textile waste i.e., formation of SHGs, and training on recycling of textile waste to useful byproducts;
- Advisory support to the CMC on its ongoing and/ or proposed efforts in waste management.
Job Description
The community mobiliser will be part of the proposed project and will be responsible for contributing to implementation of the city-farmer partnership in Chikkaballapura and Doddaballapura. The core responsibility of this role is to work closely with the project team to organise community entry engagement and meetings, through engaging with relevant gatekeepers and leaders to ensure that community members and stakeholders have a clear understanding of the project goals and objectives and gain acceptance and support from them. S/he will act as one of the primary links between the community and the project management team.
This will be a contractual position for an initial term of 11 months, renewable on mutual consent.
Activities and Tasks
Responsibilities would include, but not be limited to, the following:
- Responsible for mobilising the communities to play an effective role in waste management;
- Cooperating with community leaders to introduce program activities and encourage community involvement in program implementation and monitoring;
- Implementation and reporting of planned activities;
- Responsible for monitoring, identifying and referring waste management issues as per the agreed interagency protocols and procedures;
- Developing and encouraging new and innovative solutions to community involvement.
- Providing support to other IIHS activities including academics, research, training, practice, operations and others;
- Participating in all activities of Institution-Building at IIHS; carrying out tasks as assigned by IIHS; and traveling on IIHS work within or outside the country as and when needed.
Structure and Reporting
The community mobiliser will be an External Consultant coordinating with the Senior Associate — Practice at IIHS and will be required to collaborate effectively with a diverse group of internal teams and external individuals/ organisations.
Person Specification
The ideal candidate should have:
- A Bachelor’s or Master’s degree preferably in Social Work or other related Social Sciences (or a diploma in these fields if the person has worked in a similar position and has the required skills and experience);
- 2-3 years’ experience working with communities;
- Excellent technical understanding of waste management issues and community-based approaches;
- Strong interpersonal and communication skills;
- Ability to prioritize tasks;
- Gender awareness and sensitivity;
- The ability to think critically and recommend good solutions to problems;
- Effective working knowledge of Kannada and English.
This is a contractual engagement for an initial term of 11 months, renewable on mutual consent. This offer is on an exclusive basis, which implies that other professional assignments (whether compensated or not) that bear a potential conflict of interest with IIHS cannot be undertaken.

Location
This position is based in Chikkaballapura and Doddaballapura and may entail travel to other locations in India.
Review and Assessment
The role and performance of the incumbent shall be subject to normal review and assessment systems at IIHS.
