The Tender Manger is responsible for managing the entire tender submission process, ensuring compliance with the tender requirements, and handling documentation and communication for bids. This role requires in-depth knowledge of various tender portals, including the GEM Portal and CPP Portal, as well as strong skills in creating bids, catalogs, and quotations. Senior Tender Executives may oversee or mentor junior executives in tendering processes.
Key Responsibilities:
Tender Submission Management:
- Submit bids and tenders via the GEM Portal and CPP Portal, ensuring all requirements and deadlines are met.
- Ensure compliance with all terms and conditions mentioned in the tender documents.
Knowledge of GEM Portal Features:
- GEM Portal Tender Submission: Expertise in submitting tenders on the Government e-Marketplace (GEM) portal.
- Ra Auction in GEM: Knowledge of reverse auctions (Ra) on the GEM Portal, including bid submission, participation, and closing procedures.
- Custom Bids on GEM: Ability to manage and submit custom bids on the GEM Portal, ensuring accurate pricing and documentation.
Catalog Management & Compliance:
- Create and manage product catalogs in line with tender requirements.
- Ensure compliance documentation is accurately filled out and submitted along with the bids, ensuring all mandatory documents are attached.
Quotation Preparation:
- Prepare detailed quotations as per tender specifications, ensuring competitive pricing and value-added services.
- Collaborate with internal teams (e.g., finance, operations, sales) to finalize quotes and ensure alignment with organizational pricing strategies.
Tender Documentation:
- Review and validate tender documents to ensure completeness and compliance with submission guidelines.
- Maintain and organize a centralized system for all tender-related documents.
Communication & Coordination:
- Act as the point of contact between the company and tender authorities, clients, or third-party vendors.
- Liaise with the sales and procurement teams to align tender submissions with business objectives.
Tender Monitoring & Follow-Up:
- Track the status of submitted tenders, respond to queries, and follow up on outstanding submissions or clarifications.
- Maintain records of all tender-related activities, including submission dates, bid values, and award status.
Reporting & Analysis:
- Prepare reports on tender submissions, success rates, and outcomes to provide insights for future tender strategies.
- Analyze tender trends, pricing patterns, and competitor strategies to identify opportunities for improvement.
Required Skills:
- Expertise in using the GEM Portal for tender submission, including familiarity with Ra auctions and custom bid management.
- Proficiency in the CPP Portal for submitting government tenders.
- Strong proficiency in MS Word and MS Excel for preparing and formatting tender documents, creating catalogs, compliance documents, and quotations.
- Ability to scrutinize tender documents, ensuring all requirements are met and submissions are error-free.
- Excellent communication skills for liaising with vendors, clients, and tender authorities.
- Strong negotiation skills for competitive bidding and quotation preparation.
