CONTEXT
The Offset Program Manager (OPM) — based at the New Delhi Safran India Private Limited (SIPL) — will contribute actively and as required to support and facilitate all identified actions which are deemed necessary to have subject SafranAE offset obligation implemented successfully over the Offset Contract execution period.
OBJECTIVES
The OPM will:
directly and efficiently contribute towards the satisfactory execution and completion of the SafranAE offset obligation in compliance with all contractual requirements (schedule, DPP 2013 eligible avenues, ... ) on one hand and in respect of SafranAE's own interests on the other (offset implementation costs, offset credits officially granted by the Indian authorities, mitigation of the potential offset penalty risk,
contribute actively and help design, develop and implement a dedicated India Rafale offsets organization to be able to produce and submit — via Dassault Aviation — for the formal approval by the Indian authorities (DOMW) its respective six-monthly offset progress reports in respect of its contractual commitments.
contribute — through the various actions pursued as per the official mission granted to him — to reinforce SafranAE's existing presence in India and further expand business development opportunities as regards direct purchase of eligible products/services from qualified Indian suppliers;
SCOPE
The OPM will
act on behalf of and will implement all actions under his direct responsibility in close, daily cooperation with the assigned India Offset Contract Manager within SafranAE Military Engines Commercial Division in Corbeil (France).
MAJOR TASK
support and facilitate SafranAE implementation of its Rafale offset obligation in India.
develop, nurture, facilitate all necessary relations and interactions (arranging appropriate venues and meetings) with all relevant Indian authorities, including but not limited to the following:
MoD, DOMW, DDP, DIPP;
help setting up the required and dedicated SafranAE India Rafale offset organization (broad specifications, information system, local staff recruitment, ..)
ensure the proper operation and good level of performance of this dedicated offset organization at all times.
manage the timely preparation of the required SafranAE six-monthly offset progress reports and ensure that their format and contents are fully compliant with DOMW's requirements prior to have those forwarded to Dassault Aviation in respect of SafranAE's contractual commitments as listed in the ACAV.
develop key arguments, lobby, implement all necessary actions as may be deemed necessary so as to obtain the confirmation from the Indian offset authorities that SafranAE proposed offset projects are indeed eligible under the DPP 2013 offset guidelines and implement all adjustments as may be requested by said authorities to ensure that SafranAE will indeed be formally granted the corresponding offset credits.
